**Revised 1030 Evangelical Service Music Coordinator SOW** THIS IS A FY10 PLANNING REQUIREMENT. FUNDS ARE CURRENTLY NOT AVAILABLE. (i) 1030 EVANGELICAL SERVICE MUSIC COORDINATOR FOR THE 316TH WG/HC, ANDREWS AIR FORCE BASE. Request for Quotation FA4416-09-T-0050 DUE 20 October at 11:00 AM Eastern Daylight Savings Time (EDST). (ii) This is a combined synopsis/solicitation for NON PERSONAL services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are requested and a written solicitation will not be issued. (iii) This solicitation/synopsis reference number is FA4416-09-T-0050 and is being issued as a Request for Quote (RFQ) (iv) This RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36, and DFAR Circular 20090825. (v) This acquisition is 100% set-aside for small businesses. The associated NAICS code is 813110 with a $7 million size standard. (vi) Contractors shall submit a quote for the following line item for 1030 Evangelical Service Music Coordinator. The customer requests a: CLIN 0001- 1030 Evangelical Service Music Coordinator (See attached Statement of Work) STATEMENT OF WORK MUSIC COORDINATOR 1. CONTRACT POSITION TITLE: 1030 Evangelical Service Music Coordinator 2. SCOPE OF RESPONSIBLITIES: Serves as Music Coordinator, resource person and advisor of the Andrews Air Force Base 1030 Evangelical Worship Service. The music coordinator consults and coordinates with Chaplain 3. EDUCATION AND EXPERIENCE: The 1030 Evangelical Service Music Coordinator must: a. Have an understanding of music that is appropriate for a blended Worship Service. b. Must be able to understand and facilitate the singing of contemporary Christian praise and worship music (with or without written music). c. Have at least one-year of experience facilitating contemporary praise and worship music. Strong preference will be given to experience as a military service chapel music coordinator. d. Have a basic proficiency with a musical instrument typically used in contemporary Christian praise and worship music (keyboards, guitar, strings, percussion, or brass). e. Participate in a qualifying interview and be able to clearly express the details of basic contemporary Christian praise and worship music, and to demonstrate basic proficiency on a musical instrument (listed in 3.d). Applicant must bring a musical instrument to the interview (unless pre-arrangements have been made with the chapel staff to provide for the use of one) and demonstrate proficiency. f. Furnish a resume with three references and transcripts with bid package. g. Applicant must undergo a successful background check after selection. h. Applicant must be registered in the Central Contractor Registration (CCR) database (http://www.ccr.gov) prior to being awarded the contract. 4. GENERAL RESPONSIBITIES: The Music Coordinator shall: a. Provide services for all regularly scheduled 1030 Evangelical Worship Services, praise band/praise team rehearsals and special event programs. b. Conduct all rehearsals and performances in the chapel facility, unless an alternate location is approved by the 1030 Evangelical Worship Service Chaplain or Senior Protestant Chaplain. c. Coordinate all musical selections with Chaplain responsible for the service. Coordination will take place prior to rehearsals. d. Have a working knowledge of the chapel sound system. Be able to set-up, hook-up and operate the audio/visual equipment as required by the 1030 Evangelical Worship Service. e. Be involved in the recruitment and training of praise band and praise team members. 5. SPECIFIC RESPONSIBILITES: The Music Coordinator shall: a. Arrive at least 15 minutes prior to the beginning of worship service or praise band/praise team rehearsal. b. Submit fund requests as required for support of the praise band/praise team to the 1030 Evangelical Worship Service Chaplain or his or her designated representative. c. Be accountable for opening and securing the chapel building and other facilities used for praise band/praise team activities during use. 6. SERVICES/PAYMENTS: a. Each service of worship is considered one unit for pay purpose b. Each praise band/praise team rehearsal (a minimum of one hour) is considered one unit for pay purpose. Worship Services (52 units) Rehearsals (52 units) Special Services (7 units) TOTAL NOT TO EXCEED 111 units 7. THE SENIOR PROTESTANT CHAPLAIN WILL: a. Review the contract annually to consider exercise of option. b. Ensure that the rate of payment for the services described in the SOW will be by the unit. 8. THE CONTRACT MONITOR: The Contract Monitor shall monitor and inspect the contractor's performance. The contractor will be notified in writing of all noncompliance work, and will be given an opportunity to correct, if possible, non-conforming work. The contractor will be given an opportunity to respond in writing to any notice of noncompliance. A copy of the written documentation will be provided to the Contracting Officer. (v) Delivery and acceptance instructions are FOB destination. Provision with addendum. (A) The provision at FAR 52.212-1, instructions to Offerors- Commercial items applies. Addendum to paragraph (b)(10) - Delete entire paragraph. Substitute "Past Performance will not be evaluated." Paragraph (d), Product Sample - delete entire paragraph. Paragraph (e), Multiple offerers - delete entire paragraph. Substitute "Offerors shall submit one offer satisfying the requirements of this solicitation". Paragraph (h), Multiple Offers - delete entire paragraph. Substitute "Single Award. The Government plans to award to a single contract resulting from this solicitation." (vii) FAR 52.212-2 Evaluation-Commercial Items Evaluation. Addendum paragraph (a). The Government intends to make a single purchase order to the responsible quoter whose quote can fulfill the entire required delivery requirement in full compliance to all other requirements set forth in the RFQ.RFQ will be judged on 1)Musical/Vocal Capability and 2) Past Performance. Music/Vocal Capability is more important than past performance when combined The government reserves the right to judge which quote shows the required capability and the right to eliminate from further consideration those quotes which are considered unacceptable and not capable of being made acceptable without major requoting. (ix) Contractors shall include a completed copy of FAR 52.212-3, Offerors Representations and Certifications Commercial item and complete electronic annual representations and certifications at http://orca.bpn.gov. (x) FAR 52.212-4 Contract Terms and Conditions-Commercial items.
