Description
1. Position Title: Northern Uganda Development of Enhanced Local Governance, Infrastructure, and Livelihoods (NUDEIL) Project Manager. 2. Market Value: GS-13 Equivalent ( $70,615 - $91,801 ). Final compensation will be based upon the candidate past salary history and work experience. 3. Place of Performance: Gulu, Uganda 4. Period of Performance: One year contract with option of an additional two 1-year extensions depending on continuance of need, demonstrated performance, and availability of funds. 5. The NUDEIL Project Manager position involves providing expert analytical, advisory, and implementation support for the execution of a major USAID program within a broad and complex geographic area and across technical specialty areas. 6. Education: Masters degree with significant study in a specialized field including, but not limited to: international construction management, community development, international relations, international law, economics, anthropology or a related field; plus five (5) years of relevant experience, three (3) of which must have been overseas in a rural environment; or a BA with specialized field of study, as above, plus nine (9) years of professional experience working within a USG foreign affairs agency, PVO/NGO and/or international organization in economic recovery assistance and/or immediate post-conflict development environments, which must include five (5) years of on-the-ground field experience. Strong sense of judgment, organization, and program management skills, excellent verbal and written communication skills and an extremely positive and outgoing personality are required. Understanding how small infrastructure construction programs are managed and how technical and programmatic issues can be resolved; experience in managing large programs for results and reporting, budget management and cash transfer-based assistance; experience working with citizens at the community level and local governments and ability to multi-task and work across different agencies and technical areas are all essential for the success of the project. Notice to Applicants: Must be a U.S. citizen or U.S. Resident Alien able to obtain secret security and medical clearance. Candidate must submit supplemental document specifically addressing the four Quality Ranking Factors. Only adult family member may accompany the NUDEIL Project Manager to Post. Due to the limited access to schools and certain facilities in Gulu, no minor dependents can be authorized at this time. USAID reserves the right to obtain from previous employers relevant information concerning the applicant's past performance and may consider such information in its evaluation. Introduction: USAID Uganda seeks to hire a U. S. citizen or U.S. Resident Alien to serve as NUDEIL Project Manager. Located in Gulu, he/she will work across the Mission's SO teams to help coordinate and facilitate the integration of, and reporting on NUDEIL activities into the Mission's broader portfolio and enhance programs aimed at stabilization and reconstruction in Northern Uganda. He/she will be responsible for building a positive relationship with, and facilitating the work of, each District Administration, lead negotiations of the District-USAID Management Plan and Agreement, supervise the USAID contractor, ensuring that it is supportive of District efforts on the one hand, while maintaining priority on its monitoring and oversight responsibilities for the design, procurement and construction of infrastructure, lead the effort to design the Results Management Framework, liaising with USAID/Uganda, the District Administration, and the USAID contractor to ensure that the resulting plan is achievable. The NUDEIL Project Manager shall specifically: 1. Serve as the USAID Project Manager for the NUDEIL program and Contracting Officer's Technical Representative (COTR) for the USAID contractor selected to support the implementation of the NUDEIL program which will be responsible for quality control on all project activities and support for the District Engineering Office(s) in a timely manner; designs are prepared for tendering in accordance with the highest standards; the procurement and contracting process is completed according to Ugandan Law and Regulations; that monitoring and oversight of works is done on a regular basis sufficient to identify and correct deficiencies in a timely manner; environmental compliance actions are undertaken and completed as required; and that payments are made in a timely manner and that the system for payment certification by the USAID contractor is operating for all payments made. 2. Supervise the production of a USAID-District Management Plan Agreement (MPA) between USAID and each District Administration participating in the program. The MPA will cover: the responsibilities of the parties; the roles and responsibilities of the USAID contractor; the process for certifying infrastructure completion, the process for monitoring infrastructure works, the process for payment of construction contracts - including the role of the USAID contractor, and the role of the District audit authority and an audit plan. The MPA will also include a detailed outline of the process of identifying, designing, procuring, completing, and paying infrastructure contracts with action time lines for each action in the process. This time line is very important as it will guide and ensure that the program is implemented quickly and efficiently, but also appropriately and to standard. 3. Supervise the development and implementation of a results management framework or incremental funding and progress monitoring. The Results Management Framework consists of a matrix and a narrative. The primary results objectives for this program will be in the area of economic growth and basic levels of service delivery at the community level. The Matrix identifies time periods and program results milestones to be achieved during each time period. The milestones associated with each time frame are associated with a level of incremental funding: i.e., if the milestones are reached, the additional funding will be released to continue the program. The milestone and the funding levels have to be designed such that, assuming smooth execution of contracts, the program can move seamlessly forward, without starts and stops due to funding shortfalls. 4. Draft Implementation Letters. NUDEIL is a bilateral program managed jointly with the GOU, especially at the District level. Therefore, the mechanism to be used for joint USAID-GOU management will be the Implementation Letter. The incumbent will be responsible for initiating - or drafting - most of the program implementation letters issued under the NUDEIL Program. 5. Liaise regularly with the Kampala-based NUDEIL team to ensure that support services are provided on a timely basis. 6. Prepare Local Currency Management Plans. The Local Currency management plan is the means through which USAID and the GOU will record and implement their understandings regarding the allocation of Host-Country Owned Local Currency (HCOLC) for infrastructure financing among participating Districts and between NUDEIL program accounts. The incumbent will prepare the initial drafts of these plans on a regular basis for each increment of funding and when it is necessary to move funds from one account to another. 7. Liaise regularly with local participating banks who will hold and provide day-to-day accounts management over local currency accounts from which payments for infrastructure contracts will be made. Ensure that banks understand USAID's role as financier, ensure timely submission of account statements, and understand issues that banks may face in program implementation. The incumbent will also work with the participating banks and construction contractors to encourage and provide safe access to banking services for wage laborers wishing to open accounts in the banks. 8. Ensure transparency in program execution by developing a program whereby all contracts awarded under the program in each District are publicized; including the winning contractor, the area where the contractor will be working, the rehabilitation activities that will be undertaken and the time frame for the contract to be completed. 9. Per Embassy approval, travel throughout the northern districts to monitor the effectiveness and progress of NUDEIL rehabilitation contracts and activities, liaising with local populace to independently identify and assess issues. 10. Represent USAID (and on occasion the USG) in appropriate district sector, sub sector and working group meetings, as well as bi-weekly NGO contact group meetings, and other meetings of USAID interest. 11. Manage and supervise one support staff and liaise with other Gulu staff and programs. 12. Prepare input for a bi-weekly report to the Northern Uganda Advisor or his/her designee. The report should summarize progress and issues encountered in NUDEIL implementation; report on relevant meetings, conversations and visits; and provide field analysis and insights into key areas of USAID concern. 13. The NUDEIL Project Manager will report to the Mission's Senior Advisor for Northern Uganda in charge of the Mission's Gulu office who in turn reports to the Deputy Mission Director in Kampala.
