- RECOVERY--RECOVERY The U.S. Army Corps of Engineers, Philadelphia District intends to award on a Sole Source basis with Duffield Associates, Inc; 5400 Limestone Road, Wilmington, DE 19808-1284. The contractor shall provide personnel to perform quality assurance inspection services on dredging contracts for the U.S. Army Corps of Engineers, Philadelphia District, Operations Division, Technical Support Branch. The Government intends to utilize the contractor inspector on an O&M Construction contract to repair the North Jetty at Reedy Point. This contract is scheduled to be completed within 180 calendar days from Notice to Proceed. The inspection services shall be provided in units of 8-hr man-days. The estimated quantity of man-days required is 90 days. The Contractor Inspector shall attend required USACE Quality Assurance and Safety training classes prior to performing work in the field. This notice of intent is NOT a Request for Competitive Proposals. No contract will be made on the basis of this notice. However, all information received within three (3) calendar days after date of publication of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the government. The government will not pay for information received. All contractors are required to be registered in the DOD Central Contract Register (CCR) before award as required by DFARS 204.7300.
