Description
GSA received the attached request from the United States Marshal Service (USMS), on April 23, 2009 to modify the current requirements which would drastically change the procurement under Solicitation 8UT2045 for office space suitable for the USMS office space in St. George, UT. USMS determines their requirements based on their experience with similar projects/requirements in other cities. In April 2009, USMS was notified they will only be funded for one full time Deputy U.S. Marshal (DUSM). The new requirements did not exist at the beginning of the current procurement for the USMS in St. George, UT. These new requirements are significant and contain both one-time and ongoing facility costs to the Government and taxpayer. By increasing the number of proposals received, GSA expects to enhance competition and make compliance with their Special Requirements less expensive. The USMS has requested a new procurement for the St. George, UT office using the new USMS requirements. Primarily, the new requirements include a 65% increase to their usable office space (from 1,000 square feet to 1,650 square feet), a longer lease term (from 5 years to 10 years), and the need for covered parking. In addition to these new requirements, USMS has also requested they be located near other federal law enforcement agencies for two reasons. First, USMS security procedures advise that arrests be made by two law enforcement personnel rather than just one. Originally USMS was to have two DUSM's and now they are only being funded for one. Second, a task force exists which requires the USMS to work with personnel from other federal law enforcement agencies. Furthermore, USMS needs to be located near the federal courthouse in order to provide security for the federal judiciary. In addition to the two offerors for the current procurement, we anticipate that at least another two to three offerors will compete for the new procurement due to the change of requirements. It is in the Government's best interest to cancel SFO 8UT2045 and work toward a new procurement that will meet USMS's new requirments and promote increased competition, which in turn is expected to lead to reduced rent and operational costs and better offers in response to the technical evaluation factors.
