Description
Design-Bid-Build Project for the Construction of an Armed Forces Reserve Center (AFRC) in Huntsville, TX (Walker County, TX). This project will provide an approximately 36,000 SF training building, an approximately 9,300 SF Organizational Maintenance Shop (OMS), Unit Storage building approx 1,400 SF, and approximately 5,050 sq. yards of concrete pavement and 5,390 sq. yards of flexible pavement. Buildings will be of permanent construction with HVAC systems, plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Accessibility for the disabled will be provided. Force protection (physical security) measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. The UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings 8 October, 2003 including change 1, 22 January 2007 will apply. This project will meet or exceed a USGBC LEED Silver Certifiable level of design and construction. This project is registered with the USGBC, however it has not been submitted for formal certification. Furniture will be purchased through another contract. This project is set aside for Small Businesses. The contract duration is estimated at 486 days. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $33,500,000.00. The cost range is between $10,000,000 and $25,000,000. A Construction Cost Limit will be provided in the solicitation. The proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) Source Selection Process with the following rated evaluation criteria: Prime Contractor Experience and Prime Contractor Past Performance. After firms are rated as technically acceptable, the award will be based on low price. Site visit information will be provided in the solicitation document. The contract award shall be contingent upon property acquisition. Project documents will be available on or about 21 September 2009 by download from the Internet only. The proposal due date is on or about 22 October 2009 1:00pm Eastern Time. Downloading of the project documents requires registration at the FedBizOps (FBO) website at http://www.fbo.gov. This announcement serves as the advanced notice for this project. Amendments will be available from the FedBizOps website by download only.
