FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. Pursuant to the Trade Agreements Act (19 U.S.C. 2512(a)) (TAA), Federal acquisitions of supplies may be made only from offerors that will supply products of an eligible country under any of the free trade agreements entered into pursuant to the TAA. Furthermore, no article, book, pamphlet, email, recording, broadcast, speech television appearance, film or photograph concerning any aspect of work performed under this contract shall be published or disseminated through any media without the prior written authorization of the Contracting Officer. These obligations do no cease upon the expiration or termination of this contract. The Contractor shall include the substance of this provision in all contracts of employment and in all subcontracts hereunder. IRM/OPS/ENMINED/EMS has identified Hewlett Packard (HP) equipment as a key component forENM enterprise support. HP equipment for the hardware replacement of the core OpenNet ActiveDirectory (AD) and AD support servers. The Active Directory is an integral part of the DoS ITInfrastructure and coupled with growing and changing operating environment, our hardware mustbe kept up to date. In addition this site is vital for the daily operations of the SMART and Exchangeinfrastructure. This continuity of hardware allows ENM to provide quicker support and responsetime to resolving issues on these servers. The current H/W has been in place for over 3 years and isnearing the end of its lifecycle. Additionally, the HP monitoring / Management software allows you to remotely update hardware driver and firmware on HP servers for greater security. You cannot update drivers and firmware on no-HP servers using the HP Monitoring / Management software -these servers are core equipment for command and control systems and need to be the same environment to perform forensics and advance troubleshooting of hardware related issues -Maintaining a single brand also allows for the possibility of hardware interchange in system emergencies reducing downtime. Frequently in the field server hardware is swapped to continue operations until a replacement part is installed. HP server hardware is not interoperable with no-HP hardware. The 41 USC 253(c)(I). and FAR 6.302-1 are cited as the statutory authority. As this is a brand name only justification, no one contractor's unique qualifications art cited asthe basis for this justification. Rather, the products identified by brand name herein have beendetermined to he the most cost effective means to meet the ENM support requirement and havebeen approved by the ENM CCH.
