- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued by the 37 Contracting Squadron at Lackland AFB, TX. This synopsis solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-36 dated 10 September 2009 and DFARS change notice 20090825. The applicable North American Industry Classification is 541611 and the applicable small business size is $7,000,000. This solicitation is a Request for Quotation (RFQ), reference number FA3047-10-T-C031, and is for a service requirement for a Time and Attendance Technician to provide time and attendance management for the Air Reserve Technician (ART) program for the 433 Airlift Wing at Lackland Air Force Base, Texas, for the period of 1 October 2009 through 30 September 2010. The total authorized work hours for the 12 months period is 1,004 hours. In addition to being responsible for all related issues on benefits, entitlements, taxes, labor bargaining units, the time keeper/technician must have an understanding and knowledge of the ART program at the administrative and operational level, knowledge of US Code of Federal Regulations, Office of Personnel Management Regulations, Department of Defense Directives, Air Force Policy Directives/Instructions, and compensation laws for military and civilian pay, in particular to dual-status employment to avoid violation of legal prohibitions of dual compensation for same pay periods. Verbal offers will not be accepted. The Government anticipates issuing a purchase order resulting from this solicitation to the responsible offeror, whose offer represents the best value and is the most advantageous to the Government in terms of price, and which conforms to the solicitation. Offerors must include CAGE code, DUNS, Tax Identification Number, discount terms in their quote, and allow their offer to be valid for 30 days. To be eligible to receive an award resulting from this RFQ, Offerors must be registered in the DoD Central Contractor Registration (CCR) database, no exceptions. The following clauses and provisions are applicable to this solicitation. The government's obligation for this requirement is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.
