- Description
- TASKS 1. Using available information and engineering analysis, define the physical characteristics of Pakistani nuclear weapons, both as bare critical assemblies and as they may be integrated into delivery systems which could be seized, as such characteristics are relevant to their movement, storage, handling, and potential detonation. This will include five classes of weapons: first-generation air-dropped bombs and missiles; second-generation weapons for air-dropped bombs and missiles; designs for cruise missiles and battlefield ballistic missiles; atomic demolition devices; and artillery-delivery weapons. 2. Based on available open-source information, review and analyze a representative set of sub-state groups who may seek to acquire Pakistani nuclear weapons in a period of breakdown of sovereign authority. This will include terrorist, insurgent, and separatist groups inside and outside Pakistan as well as relevant parts of the Pakistan government. 3. Identify potential sovereign states who may choose to intervene and assess the potential of any group, state or sub-state, for securing all or part of the Pakistani stockpile under conditions of loss of sovereign state authority. 4. Construct a taxonomy of possible attacker actions that might occur in the event control of the Pakistani nuclear weapon stockpile is transferred, in whole or in part, to one or more outside agents. 5. Based on historical events where nuclear weapon capabilities have been truncated by international actions, as well as on additional alternatives, suggest possible processes to prevent the accidental or unauthorized use of all or part of a national nuclear weapon stockpile.
