- This is a combined synopsis and solicitation for the following commercial items, Item Description: Require the procurement, installation, and integration of a Digital Voice Communication Switching System capable of providing remote radio control of AN/PRC-117F(C) Multiband Radios, RT-1319/URC radios, and associated voice conferencing. The following depicts minimum requirements associated with the digital switch and operator control equipment: The digital voice communications switch will be a turnkey system with redundant common equipment capable of 100% non-blocking conferencing, automatic gain control, remote frequency control of (16) AN/PRC-117F(C) radios w/SINCGARS and Havequick operability. The system will also employ T1 interfaces for connectivity over a Wide Area Network for control of remote radios located at (4) different geographical locations. The digital switch will also include a level adjustable 4W E&M I/O port per radio. The system will include (15) touch panel operator control end instruments with multiple user programmable screens for selectable radio control, fiber optic interface for connectivity via a Local Area Network, adjutable volume control, backlight control, binaural audio operation, an dual controller capable operation. The radio select contols will have a user editable static label and a dynamic label indicating operating frequency of the associated radio. The operator control equipment will also include push-to-talk headsets/handsets and push-to-talk foot switches to facilitate dual operator control.. Items are required within 30 days ARO, and FOB destination is preferred for delivery to 128ACS, 100 Independence Drive, Camp Douglas, WI 54618-5001. This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ). Submit written offers (oral offers will not be accepted), on RFQ W912J2-09-T-3004. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14 and Defense Acquisition Circular 91-13. North American Industrial Classification Standard 334290, Size Standard, 750 employees, applies to this procurement. The provision at FAR 52.211-6 Brand Name or Equal, applies to this solicitation.
