Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number RFQ-KS-09-00265 is applicable and is issued as a request for quotation. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. The North American Industry Classification System (NAICS) code for this acquisition is 561450 (Credit Bureaus). The description of the commercial service is for a subscription to an online commercial credit reporting bureau: CLIN 0001, Subscription to Reference USA (brand name or equal in accordance with the minimum requirements stated below) for 3 user license + state directories; KS, MO, IA, NE + Manufacturers. Minimum Requirements: In order to perform its mission of protecting human health and the environment, EPA Region 7 requires access to databases of information on businesses and individuals. The databases selected to support information research in EPA Region 7 must meet the needs of the Region for enforcement and inspection actions, risk alerts and cleanup notification, litigation and other legal actions, public outreach and other activities requiring data on businesses and individuals. Multiple databases are needed for comprehensive results because of the differences in data collection and assignment of codes used by different database providers. Individual databases may miss some facilities when targeted enforcement lists are run. EPA Region 7 is seeking a license to use additional business and residential information database(s). EPA Region 7 wants to limit it searches to no more than two databases in order to obtain required information. EPA Region 7 intends to supplement the EPA Private Data Portal by obtaining access to one additional database. The database must meet the following criteria: • Provide company profiles, including: • Company name • Trade style • Physical address • Mailing address • County • Phone number • Parent company (if any) • Parent company name • Parent company location • Name of Chief Executive Officer • Names of members of the Board of Directors (if any) • Number of employees (under/over 100) • Sales volume • Net worth • Line of business • Annual sales • Current owner/operator • Size of business facilities (square feet) • Corporate family tree • Identifier or number for this record in the database • Credit score • Financial stress measure • Rating of company’s ability to pay • Overview of financial statement • Strong, Good, Fair, Unbalanced rating • History designations • Incorporation • Management background • Related companies • Affiliates • Subsidiaries • Partners • Legal history • Payment evaluation (how quickly company pays compared to others) • Registration information/incorporation history • Banking and financial information • Balance sheets • Income statement • Projections • Three year history table • Amount of capital provide by creditors compared to capital invested • Ability to meet short-term debt by comparing liquid assets to current liabilities • Sales compared to total assets • Access to additional financial capital • Bank evaluations • SEC filings • Public filings • Liens • Suits • UCC filings • Government activities • Primary line of business • Other lines of business • What the company manufactures (if applicable) • Hours of operation • Provide SIC codes within geographical area • Provide NAICS codes within geographical area • Show residential population within a certain geographic area • Show residential population within zip codes • Perform reverse look-up by address • Perform reverse look-up by phone number • Search by business size (small business) • Target search by geographic location • Database must be updated at least monthly • Use latest available information • Display when information was last updated • Provide links to outside analysis, including annual reports • User friendly interface • On-line help and instructions • Ability to refine search criteria as necessary to achieve desired results without re-entering information • Ability to limit or expand database fields within the viewing system • Capability to generate a list of addresses and phone numbers of businesses and residences within a specified radius of a geographic location, address, business or facility • Ability to limit search area by 1/10th-mile increments of a site address. The selection resulting from this request for quotation will be made on the basis of the lowest price quote from a responsible quoter who meets the minimum requirements. Once the Contracting Officer has decided to whom an order will be issued, a unilateral order will be issued using an Optional Form 347. A purchase order will be in existence once the Contracting Officer has signed the order. Wherever the words offer, proposal, offerors, or similar terms are used in this solicitation or in any applicable provision, they shall be read to mean quote, quotation, quoter, vendor or similar corresponding term to reflect that this solicitation is a Request for Quotation not a Request for Proposal or an Invitation for bid. Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The Contracting Officer will evaluate quotes on the basis of information furnished by the quoter that demonstrates that they meet the Minimum Requirements. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. Telephonic inquiries will not be accepted. Quotes must be emailed, lewis.tyrone@epa.gov, or faxed (913) 551-9664, and are due on September 25, 2009 at 5:00 PM Central Standard Time (CST) along with the completed representations and certifications, providing the business size, e-mail address, Dunn and Bradstreet number, CAGE code and Federal Tax ID number. In addition, quoters must be registered in the Central Contractor Registration database at www.ccr.gov to be considered for selection. Quoters are required to submit completed copies of the provisions at FAR 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Items, with their quotes. FAR clause 52.212-4, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items, applies to this acquisition. The following clauses are applicable to this acquisition: 52.217-9, 52.219-6, 52.219-14, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.222-41, 52.223-6, 52.245-2 and 52.246-4. Instructions: Offeror shall demonstrate their ability to meet ALL of the aforementioned minimum requirements. If other than the specified brand name item is proposed, OFFEROR SHALL DEMONSTRATE that all minimum requirements are met. The contract period of performance will be October 1, 2009 through September 30, 2010.
