- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITIONDEPARTMENT OF VETERANS AFFAIRS MEDICAL CENTER FARGO, NORTH DAKOTA 58102 DATE: September 8, 2009 PROJECT TITLE: Access Control, Fargo VAMC SOLICITATION: VA263-09-RP-0362 CONTRACTOR: Four Points Logistics Inc 2323 16th Avenue South Moorhead, MN 56560 GOVERNMENT ESTIMATE: $100,000.00 PROJECT DESCRIPTION: The Department of Veterans Affairs Medical Center, Fargo, ND, requires more access control. AUTHORITY FOR SOLE SOURCE JUSTIFICATION: FAR 6.302-5(b)(6) Authorized or required by statute. JUSTIFICATION 38 U.S.C. 8127 provides authority to the Department of Veterans Affairs to engage in sole source acquisitions with Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB). Per FAR 5.202(a)(4), a synopsis is not required. Four Points Logistics Inc is listed online at vetbiz.gov; no additional market research was conducted. Four Points Logistics Inc is new vendor with experienced management and the experience, equipment, and personnel to satisfactorily accomplish this project in a timely and cost effective manner. They have had one prior project that was accomplished timely and proposal was under budget. APPROVAL This procurement action is necessary and I certify that this justification is accurate and complete to the best of my knowledge and belief. Base upon the above justification I hereby conclude this contract action is authorized and appropriate pursuant to 41 U.S.C. 253(c)(5) and FAR 6.302-5(b)(4).
