- RECOVERY: This is a notice of intent by the United States Environmental Protection Agency (EPA), Region 2, to issue Modification 0013 under Contract No. EP-W-09-002 with CDM Federal Programs Corporation (CDM-FPC), for the obligation of $10,000,000 for the implementation of a remedial action for the Old Roosevelt Field Contaminated Groundwater Area site, Garden City, New York. This site is located at the intersection of Old Country Road and Clinton Road, in the Village of Garden City, Nassau County, New York. The work assignment number for this project is 023-RARA-02PE. The period of performance for this work is on or about September 24, 2009 through approximately March 31, 2012. This project will be funded entirely under the American Recovery and Investment Act of 2009 ("Recovery Act"). This project calls for construction of an ex-situ groundwater treatment facility, three groundwater extraction wells, influent piping from the extraction wells to the treatment facility, effluent piping for discharge to a Nassau County recharge basin via a local storm drain, and the final evaluation and upgrade of air strippers at two supply wells in the Village of Garden City, New York. The contractor will perform or manage all necessary activities to implement and construct this remedial action in accordance with the final remedial design, plans, specifications, general technical provisions, and other requirements in accordance with the EPA Record of Decision dated September 28, 2007. In addition to construction of the remedy, this work assignment will include necessary operation and maintenance of the treatment facility for the first year, and monitoring of the performance of this remedy. The contractor will utilize the completed final remedial design as the basis for implementation of the remedial action to achieve the remediation goals specified in the Record of Decision. This project is being issued under Contract No. EP-W-09-002 because this contract provides the necessary capacity and technical capability for this project to meet the requirements of the Recovery Act in the most prudent business manner within the time constraints imposed. Contract EP-W-09-002 was awarded competitively, and its cost-plus-fixed-fee contract structure was selected to provide the greatest incentive for efficient and economical performance, given the type of services to be performed. EPA Region 2 has sufficient qualified acquisition personnel to provide appropriate contract administration and oversight to monitor contract performance to mitigate the Government's risk. This contract is the most appropriate contractual vehicle to meet the requirements of the Recovery Act in the most prudent business manner within the time constraints imposed, and consistent with Agency plans that promote the goals of the Recovery Act. This notice is PROVIDED for information purposes only. THESE REQUIREMENTS WILL BE AWARDED UNDER AN EXISTING EPA CONTRACT. ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.
