- Procurement Not Set Aside for Small Business Justification for Other than Full and Open Competition 8010-01-483-4363 a Epoxy Primer Coating Kit has a requirement for a "not to exceed 12 month" Standing Price Quote. Please see attached for RFQ, SPQ. General Services Administration, Heartland Supply Operations Center is planning to establish a Standing Price Quote lasting no longer than 12 months. Shipments will be made to Government installations throughout the continental United States. Prices are requested on an FOB Origin basis and vendors are requested to ship within ten days after receipt of order. This acquisition is not a total small business set-aside.
