- The Department of the Army, Installation Contracting Command, Enterprise and Installation Operations, Directorate of Contracting at White Sands Missile Range, NM, under the authority of FAR 6.302-1(a)(2)(iii)-Only one responsible source and no other supplies or services will satisfy agency requirements, intends to award sole source to Spirent Federal Systems, Inc. 22345 La Palma Ave Suite 105 Yorba Lina, CA 92887, a contractor for software and firmware upgrades for the GSS7700 GPS Simulator SN 7435. The upgrade is proprietary in nature and Spirent is the only known source that can continue the maintenance. This notice is not a request for quotations. No solicitation document is available and telephone requests will not be honored. All responsible sources capable of meeting the requirement must submit a capability statement by 7:00 pm MST 27 September 2009. Point of contact for this notice is Jennifer L.
