THIS NOTICE CONSTITUTES AMENDMENT NO. 2 TO THE COMBINED SYNOPSIS/RFQ FORUNIVERSITY RESEARCH CENTERS WEBSITE AND VIRTUAL ONLINE COMMUNITY. Companies shallacknowledge all amendment(s) in their quote. This notice serves as the official amendmentto subject synopsis/RFQ and a written amendment will not be issued.The purpose of this amendment is to provide answers to questions.The due date for receipt of offers is not extended. Companies shall provide the information stated in the synopsis/RFQ posted on the NASAAcquisition Internet Service (NAIS. Documents related to this procurement are availableover the Internet. These documents reside on a World Wide Web (WWW) server which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASA/DFRCBusiness Opportunities home page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=24 Q.1The online quotation form does not appear to require the attachment of any formof proposal (although it does allow for documents to be attached). What specificinformation are responders expected to provide as attachments?Is there any guidanceregarding the expected content, etc. of proposals (or are proposals even required)? (Iapologize if we're missing something obvious here.)A.1Proposals are not required, but if a quoter submits a proposal along with a pricequote, the proposal is limited to 10 pages. The quoter is expected to provideinformation that demonstrates their overall capability to satisfy the requirement.Q.2Do all of our employees who work on this project need to be in the U.S.? Inparticular, one of the graphic designers we would want to use lives in Israel and is adual U.S./Israeli Citizen so we'd like to know if using him would be an option for thisproject.A.2Only if performance requires physical access to a federally-controlled facilityor access to a federal information system.Q.3What is the anticipated award date? A.3September 30, 2009Q.4Which contract type will be used; FFP, FFP with economic adjustment, T&M or Laborhour?A.4FFPQ.5Is there a current incumbent? If so, please provide company name.A.5There is no incumbent contractor.Q.6I was wondering if our proposal grows beyond the capacity/capabilities of the"Additonal Comments/Information" frame on the RFQ page -- would it be possible to submitit via e-Mail and still put in a quote and other information by way of the Vendor QuotePage?A.6All proposal material, technical and price, must be submitted using the on-lineRFQS. Quoters may attach documents by using the Attach Additional Documents button atthe bottom of the first page.Q.7Is a security clearance required and at what level? A.7No.Q.8Can you confirm that C&A is Certification & Accreditation? If so, can you providedetails about when the system last completed certification and under what guidelines? A.8Yes. The C& A was authorized in March of 2007 and will be reaccredited in 2010,and NASA follows NIST guidelines. Q.9Can you provide information on the current environment to include # servers,Operating systems, Business Software and any Custom Software? A.9Information is not available on the number of servers.NASA-DFRC has a flexiblehosting environment that can be tailored to most operating systems. The public site willbe hosted on the NASA.gov site. Operating systems are primarily Windows 2003, Solaris 10and Redhat enterprise linux. For Business Software and any Custom Software, NASA-DFRCwould need to know the vendors hosting requirements. Q.10Is there a current Disaster Recovery / COOP Plan?A.10Yes.Q.11Is there an incumbent?If so can you provide whom it is? A.11See question 5. Q.12Is there a consideration to extend the proposal response date? A.12 See amendment 1.Q.13What software/architecture is the current system implemented on? A.13It is a new system.Q.14Is the agency considering transitioning to a new system or are they satisfiedwith their current environment and this is an effort to perform analysis in preparationto transition the prototype to production? A.14See Question 13.Q.15I do not see a budget referenced anywhere. Can you provide me a range for thebudget limits?This will help me to determine right off the bat if we are able toachieve your objectives within your budget and whether we should continue to pursue.A.15No budget information is provided because this requirement is being conductedusing a competitive solicitation environment. Q.16This is a very extensive solicitation with a very fast turnaround. I waswondering if there was anything that was driving this quick turnaround? A.16Program opportunities to gather information from the URC participants.Q.17Is NASA interested in responses which utilize available open-source,software-as-a-service platforms. For example: We may propose to use Google Analytics toget the data required.Additionally, use of an open-source content management system(like Drupal, Joomla, or CMS Made Simple) would greatly accelerate the development andimplementation of the site and avoid the time and cost of building a new one fromscratch.A.17 NASA-DFRC is interested in a system that meets the requirements of thissolicitation which includes compliance with Agency security requirements and NIST 800-53controls. Q.18Is there an existing site that is being modified, or is all content beinggenerated from scratch? A.18 See question 13.Q.19Are there subject matter experts who can provide core content to a technicalwriter, or must the writer have intimate knowledge of the aerospace industry? A.19Unknown, but would seem preferable that the writer have intimate knowledge of theAerospace industry.Q.20On section III.g. -- does NASA have existing infrastructure it can scale, or willwe be expected to obtain and manage hosting, firewall, security, etc.? A.20We are going to use existing NASA infrastructure to host this service atNASA-DFRC and on NASA.gov.Q.21It's unclear exactly what role NASA personnel will play in the project. Thesecond paragraph states development will occur "in conjunction with and guidance from theAgency." Does this mean NASA can provide site administration capability, 508 complianceexpertise, and security review/consultation? A.21NASA-DFRC will perform standard contract administration duties.Q.22For video streaming, is the Agency looking for asynchronous (record now, viewlater) or synchronous (i.e., webinar - view while recording) capability?
