Description
This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. Using Recovery Act funding for some task orders, the Mobile District intends to issue an Indefinite Delivery Indefinite Quantity contract for general technical services related to planning and operations for the U. S. Army Corps of Engineers, Mobile District. The contractor shall furnish all personnel, facilities, plant, equipment, materials, supplies, travel and services necessary to conduct any studies or analyses and to prepare any report as specified in the scope of work. Some of the services anticipated to be ordered include: 1) assessment of dredging and dredged material placement operations; 2) assessment and evaluation of beneficial uses of dredged material; 3) preparation and review of dredged material management plans (DMMPs); 4) computer modeling and analysis related to dredging and dredged material placement operations; 5) planning and assessment of environmental restoration, reclamation and remediation of dredged material placement sites; 6) planning and assessment of dredging-related habitat restoration, creation, protection and management; 7) planning and assessment of confined diked dredged material placement areas/facilities; 8) planning and assessment of dredging-related sediment management, erosion control and shoreline stabilization; 9) characterization and monitoring of dredging operations and dredged material placement areas; 10) technical review of project planning activities; 11) assessment and evaluation of environmental impacts and risk assessment/management associated with dredging; 12) development and conduct of dredged material assessment and management training and workshops; 13) special studies on other than dredging such as coastal management; and, 14) preparation and review of technical reports. Pursuant to Section 8(a) of the Small business Act (15 U.S.C. 637 (a), and in accordance with 13 CFR 124.1-1(c) and FAR 19.8 the Small Business Administration has accepted this requirement on behalf of RESOURCE MANAGEMENT GROUP, INC.
