- Description
- The VA Caribbean Healthcare System (VACHS) intends to issue an EmergencyDesign Build project for the Air Conditioning and Ventilation Systemsupgrade that includes the furnishing of all professional architectural &engineering (A&E) design and all labor, materials, tools and equipmentnecessary for the proper construction work.The design services include: associated environmental documentation andpermits, pre-design services such as facility assessments, developmentof design programs, schematic designs, required technical studies,construction documents, standards, and required specifications. Thedesign services also includes cost estimates and/or reports; review andanalysis of design for compliance with national codes, scope of work,good design practices, adequacy and appropriateness of functionallayout, system selection, technical solutions, sustainability, valueengineering and life cycle operation considerations, suggested designsolutions or modifications; construction and post construction servicessuch as submittals review, site visits, post occupancy evaluations,technical studies and/or reports. The competition will be limited tofive (5) pre-selected 100% Service Disabled Veteran Owned SmallBusinesses (SDVOSB) only under NAICS code 238220 with a business size of$13.0M and proposals will not be accepted by other SDVOSB's. VACaribbean Health Care System (VACHS) requests a proposal for the airconditioning and ventilation upgrade that will be performed in thefollowing rooms: OPA Building: Gastro, Room 1F140; Broncho Room 1F149; ENT, Room 1F177;and at the Main Building: Urology, Room A164C.Project design-build includes: 1. The installation of air handling and exhaust fan unit (s). 2. The removal and replacement (if needed) of all associatedductwork, inside the room. 3. Removal of the steel deck asbestos fireproofing. 4. Installation of new steel deck fireproofing. New fireproofingshall be ofthe same brand currently been used by the San Juan VA Medical Center 5. The removal and re-installation of the existingacoustical ceiling system at the OPA Building. Contractor shall replaceany damaged tile. 6. Replacement of acoustical ceiling system on areas onUrology Rooms impacted by the exhaust ductwork installation. 7. Relocation of the existing Olympus EndoscopeDisinfector machine located on OPA Pulmonary Room 1F151 to OPA BronchoRoom 1F149. Perform all the required modifications on OPA Broncho Room1F149, such as electrical, ventilation, in order to accommodate thismachine. 8. Perform roof penetration as needed in order to installductwork and/or piping. 9. Any structural and electrical work requires installingthese new systems. 10. New AHU, exhaust fans unit(s) and ductwork shallcomply with the latest applicable standards. 11. New air handling and exhaust fan unit(s)roof-platform. 12. All AHU and exhaust fan unit (s) controls, alarms andsensors such as temperature, pressures, and controls among others willbe remotely connected to the Graphic Control Center. In addition theoperation of all fans and dampers shall be remotely managed by GraphicControl Center. Existing DDC system is TRACER SUMMIT from Trane and newcontrols shall be able to communicate with this existing system. 13. Balance new air conditioning and ventilationsystem (units and rooms).The Bidder shall be responsible for all parts, labor and all otherassociated apparatus necessary to completely install, test, andturn-over for acceptance to the VACHS. The solicitation will not beelectronically available for download at Fedbizopps (FBO). Solicitationpackage will be made available to selected sources at the Department ofVeterans Affair Procurement Business Division.
