Description
This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. The work of this project consists of the replacement of the roof and wall repairs to Building 697 at Fort Devens in Devens, Massachusetts. Building 697 has a roof constructed of three separate areas with a total area of 11,413 square feet. The Contractor shall remove the existing roof system, including gutters and downspouts, to the structural deck. After the existing roof has been removed, the Contractor shall survey and inspect the deck for deterioration. The Contractor shall provide a written report of the conditions found. Upon approval of the Contracting Officer, the Contractor shall repair the roof deck as necessary. The existing roofing materials have been previously identified as potential asbestos containing materials (ACM). The Contractor shall construct a complete new standing seam roof on top of the existing concrete deck. This includes all blocking, metal framing, wall panels, roof panels, insulation, flashings, fascia, gutters, soffits, and associated items. The Contractor shall provide a new seamless gutter and downspout system to match the style and size of the existing system, with screens to prevent debris from entering the gutter system. The Contractor shall also provide extensions for existing roof apputenances, new roof hatch access way, new electrical lighting and power outlets, and a new lightning protection system. Requirements for these items are included in the attachment at the end of this section. The Contractor shall also restore the brick facade of Building 697, as optional work of this contract.
