- NASA/GSFC has a requirement for the inspection and repair of four Nebraska SteamBoilers. Four of the five Nebraska Steam Boilers at NASA GSFC have damaged and corrodedboiler casings. The metal casing of the boilers has deteriorated and may become a hazardto the operation of the boilers and personnel which operate them. The boilers serve theCenter as its only source of heating, hot water, and steam for various processes. Should repairs not be completed on the boilers, the casings would deteriorate to thepoint that the boilers would have to be secured for the safety of the operators and wouldnot be able to pass the Annual Boiler Certification required by OSHA which is required toobtain an operating permit. Therefore, NASA needs to complete this work as quickly as possible with minimal downtime,to restore the boilers to their normal and safe operating condition.The contractor shall provide all Supervision, Labor, Materials and Equipment necessary totest four Nebraska Steam Boilers for possible damage to the boiler casings, provide awritten report of the test and provide a written line item proposal of the repairs. Uponapproval of a written repair plan, the contractor will repair each of the four boilers inaccordance with the repair plan. NASA/GSFC intends to purchase the items from Tate Engineering Systems, Inc under FAR6.302-1 Only one responsible source and no other supplies or services will satisfy agencyrequirements. Tate Engineering Systems, Inc. is the local Nebraska Boiler Representativeand has been selected to perform the inspection and repair work for the followingreasons:Tate Engineering Systems, Inc is the manufacturer's local authorizedrepresentative for the equipment. As such, the firm has direct access to the parts andfactory resources necessary to complete the work. Tate Engineering System's Inc.'s technicians are factory trained and possessspecialized experience on this particular model of equipment.They have the skills andtraining necessary to complete a repair of this magnitude in an expeditious manner. Should problems be encountered during the repairs, the field service personnel haveaccess to factory level engineering support to resolve problems in real time. Tate Engineering Systems, Inc. is very familiar with the operational requirementsand safety procedures governing work in the GSFC central power plant, thus enabling themto complete the work with minimal involvement of plant personnel. They have performedseveral jobs for the Central Plant in the past and have met all expectations. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 30, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
