- The U.S. Army RDECOM Installation Contracting Branch (CCRD-AI-IC), Aberdeen Proving Ground intends to award a sole source fixed-price purchase order under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures, for the acquisition of UPREV EXISTING VXWORKS 6.1 BSP TO VXWORK software upgrade. This acquisition is required to support the US Army Test Centers requirement for TENA in a developmental test environment. As Wind River Systems is the only known proprietor for the configuration/installation and support of this equipment upgrade and is the authorized outlet for the GE Fanuc board support package, APG has decided to award this purchase order as a sole source acquisition. No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the requirements described herein may submit a response no later than September 25, 2009, 10:00 AM to be considered. Responses to this posting must submitted in writing via e-mail only. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the Federal Government. The Government contemplates a Sole Source Award to Wind River Systems, Inc., 500 Wind River Way, alameda, CA 94501-1171 of a Firm-Fixed Price purchase order. This award will be for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This award is unrestricted. The associated North America Industry Classification System (NAICS) Code is 511210 and the Business Size Standard is $25M. Description of Requirement: 1 lot UPREV EXISTING VXWORKS 6.1 BSP TO VXWORK. Period of Performance is 10/13/2009 11/16/2009 S 6.7 FOR GE FANUC 7050 BOARD. UPREV EXISTING VXWORKS 6.1 BSP TO VXWORK. REQUIRED FOR TENA DEVELOPMENT IN A DEVELOPMENTAL TEST ENVIRONMENT. UPGRADE IS SPECIFIC TO GE FANUCS PROPRIETARY BOARD SUPPORT PACKAGE FOR WIND RIVER'S VXWORKS OPERATING SYSTEM. DUE TO DISTRIBUTION RESTRICTIONS ON THE SOURCE CODE OF THE BOARD SUPPORT PACKAGE, GE FANUC WILL ONLY ALLOW WIND RIVER ACCESS TO DO THE WORK.GE FANUC WAS NOT WILLING TO MAKE THE UPGRADE BECAUSE THEY DO NOT SUPPORT THE HARDWARE WITH THE GIVEN OPERATING SYSTEM VERSION.
