- Description
- NASA/DFRC has a requirement for improvements to the GE Transient Infrared Imagingsoftware/hardware currently owned and operated by NASA DFRC in support of Flight LoadsLaboratory (FLL) with the structural testing of the conventional and advance compositematerials and structures. Non-destructive evaluation (NDE) of materials and structures isoften included as a part of the structural testing.NASA/DFRC intends to purchase the items from GE Global Research Center. GE GlobalResearch Center has sole proprietorship of the GE Transient Infrared Imaging softwarethat is used with the General Electric Transient Imaging System. Therefore, GE GlobalResearch Center is the only vendor that can provide improvements to the GE TransientInfrared Imaging software/hardware currently owned and operated by NASA DFRC. Any newadvancement in the GE Transient Infrared Imaging technique would be based on thisexisting system.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 28, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications [are/are not] acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
