- The Naval Facilities Engineering Command Sealift Support Program Office intends to award a sole source contract to L-3 Communications of Chantilly, VA for the Naval Maritime Prepositioning Forces Staff Planning Software (NMPFSP) support. Companies interested in subcontracting opportunities should contact L-3 Communications directly at 703-708-1400. This procurement will be a firm-fixed-price and cost reimbursable contract. The period of performance is from October 1, 2009 to September 30, 2014. This requirement requires a COMOPTEVFOR certified contractor to update the NMPFSP model to maintain currency of the database based on Maritime Prepositioning Force (MPF) load outs; address lessons learned from Operational Evaluation; support MPF and Joint Logistics Over the Shore (JLOTS) exercises and Follow-on Test and Evaluation efforts; complete the development of the NMPFSP User's Manual; and, provide training to Naval Beach Groups, Amphibious Construction Battalion and to the Expeditionary Warfare Training Group pacific. L-3 Communications is the only source with the requisite design, development, and integration expertise needed to successfully meet the requirement.
