Description
The Naval Air Systems Command intends to negotiate and issue a Firm Fixed Price (FFP) delivery order under Basic Ordering Agreement N00019-05-G-0005 on an other than full and open competitive basis to Lockheed Martin Systems Integration-Owego (LMSI-O) 1801 State Route 17C, Owego NY 13827-3998. The anticipated work is for LMSI-O 1) to complete MH-60S AMCM System Development and Demonstration (SD & D) for the Block 2A sensor systems (AN/AQS-20A and ALMDS) as a follow-on effort to contracts N00019-00-G-0231 D.O. 0002 and N00019-05-C-0048 for Lockheed Martin Systems Integration- Owego (LMSI-O) and 2) to perform MH-60S AMCM SD& D efforts as follow-on efforts to the above contracts for the Block 2B Sensor/Weapons Systems (Airborne Mine Neutralization System (AMNS), AN/AWS-2 Rapid Airborne Mine Clearance System (RAMICS), AN/ALQ-220 Organic Airborne and Surface Influence Sweep (OASIS)), Armament Control Indicator (ACI) Panel Integration and AMCM Link-16. The contractors will modify four (4) MH-60S aircraft, three (3) aircraft to be modified for OASIS/AMNS, and one (1) aircraft to be modified for OASIS/AMNS/RAMICS/Link-16) to the AMCM Block 2B configuration and modify and maintain associated Removable Mission Equipment (RME) to support testing. These modifications will include structural, electrical, and avionics that shall result in a production representative AMCM configuration aircraft/RME to be incorporated via production line Engineering Change Proposals (ECP) to be performed under separate contracts. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency’s requirements. LMSI-O is the only known source with the knowledge, experience, expertise, and proprietary technical data required to successfully perform these tasks.
