Description
The National Park Service at Petersburg National Battlefield is offering to the public for lease the following historic and beautifully located residential property: The Naldara House is a large balloon frame wood residence erected in 1915/16 by the Eppes' family and sits on a forty foot high bluff overlooking the confluence of the James and Appomattox Rivers in Hopewell, Virginia. The building took its name from the Hindustani word meaning "Beautiful View," which resulted from an Eppes family trip to the Orient. The National Park Service purchased this house, along with the Appomattox Plantation (Manor) and other buildings on 22 acres in 1979. The National Park Service real estate owned property at City Point is officially known as Grant's Headquarters at City Point and is a unit of Petersburg National Battlefield. Only the Side "B" of the duplex is being offered for lease under this Request for Bid (RFB). Side B is a 1700 square foot duplex residence which occupies one-half of a two and a half story wood framed structure renovated in 2009. First floor formal rooms include a living room with fireplace and banquet sized dining room with fireplace. Updated kitchen has stainless steel appliances, a half bath and a separate utility/laundry room. Upstairs features master bedroom with fireplace, a large sitting room, plus a small bedroom, full bath and two staircases. The entire property will continue to be used for residential purposes. Side "A" is currently occupied. The address of the property is 1107 Pecan Ave, Apt B, Hopewell, VA 23860. A three to five year lease at fair market value is being offered by sealed bid pursuant to the procedures set forth in 36 CFR Section 18.7. Minimum rent for the Naldara House Side "B" is $1,100 monthly. Rent will increase annually by CPI. This lease opportunity is open to all interested persons on a competitive basis. The bidder submitting a responsive bid offering the highest cumulative rent (amount of rent bid multiplied by term length) will be selected for award of the lease (subject to a determination of financial capability, credit and reference check). A responsive bid is a bid that meets the material terms and conditions of the RFB and its attached lease terms. The bid must be in an amount that is no less than fair market value (minimum $13,200.00 per year). If two or more bids are equal, the lease award will be determined, in the NPS' sole discretion, by the most qualified bidder in terms of financial capability, credit rating, and references. First month's rent and a security deposit equal to one month's rent will be due at Lease signing. Final selection requires a qualifications application review process to be performed by the appropriate real estate broker. Upon execution of the lease, the offeror selected as "lessee" will be required to pay a commission for real estate services associated with leasing of this property during the Listing Period. The total broker fee shall not exceed one month's rent. This RFB is issued under the authority of 36 CFR Part 18. This RFB and the offered lease are subject to and incorporate all terms and conditions of Part 18 as applicable.
