- RECOVERY - NOAA Ship RAINIER Major Repair Period (MRP) A portion of this project is funded by the American Recovery & Reinvestment Act (ARRA). The RAINIER entered its 41st year of service in FY 2009 and needs major capital investment in mechanical and electronic systems to maintain the vessel at its current operational tempo until a replacement vessel is built and delivered. Major Repair Periods have proven to be an effective tool for extending a ship's service life.
