Description
Combined Synopsis/Solicitation SSA-RFQ-10-1033 The Social Security Administration (SSA) is seeking quotations for Assisted Services on oracle Software at SSA Headquarters at the National Computer Center in Baltimore, MD. This notice is a combined synopsis/solicitation for commercial items (as defined by Federal Acquisition Requlation (FAR) 2.101) prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested, however, a written request for quotation (RFQ) will not be issued. This acquisition is subject to FAR Subpart 13.1 regarding the application of simplified acquisition procedures. All responsible business sources may submit a quotation which shall be considered. The solicitation number is SSA-RFQ-10-1033. Vendors submitting quotes must be certified Oracle resellers. OBJECTIVE: The objective of this solicitation is to obtain Assisted Services (AS) that provides Customers with a designated point of contact who helps them manage their interactions with Oracle Support for critical Service Requests. The Service Delivery Manager manages the Service Request handling process, and makes sure that all parties collaborate in an organized way. Managing the Service Requests Handling process consists in defining for each critical incident the context and consequences, the people involved, the action plan and making sure that all parties collaborate according to the action plan in a constructive and timely manner. The overall benefit of Assistance on Critical Service Requests is a shorter time to problem resolution that results from less and better exchanges between the Customer and Oracle Support Analysts, timely escalations, less wait times and better focus from Oracle Support Engineers. FAR 52.212-5 (SEPT 2009) applies as follows: (b)(18), (b)(19), (b)(20), (b)(21), (b)(22), (b)(24), (b)(34), (b)(39), (b)(42), INSTRUCTIONS FOR SUBMITTING QUOTATIONS: The provisions of FAR 52.212-1, Instructions to Offerors -- Commercial Items (JUN 2008) applies and is hereby tailored as follows: Paragraph (a) The NAICS Code is 511210. Paragraph (b)(4) - Product literature providing a detailed technical description of the item being offered is required as part of the offer. Paragraph (b)(8) - A completed copy of the representations and certifications at FAR 52.212-3 (AUG 2009 version) is required as part of the offer. Paragraphs (e), (h) and (I) do not apply to this acquisition. The following additional information applies: All quotes shall include prompt payment terms; Data Universal Numbering System (DUNS), Tax Identification Number (TIN), and full name and address to whom the purchase order award shall be made out to. All shipments associated with the purchase order award shall be on an F.O.B. destination. Offers shall be submitted to the attention of the Contract Specialist, Michael DeAngelis electronically at Mike.DeAngelis@ssa.gov no later than 12:00 p.m. local prevailing time on Thursday, September 24, 2009. All offers shall be submitted on a firm-fixed-price basis for both unit and total prices and shall reflect the same. EVALUATION CRITERIA: The provisions of FAR 52.212-2, Evaluation -- Commercial Items (JAN 1999) (Custom Tailored), for evaluation purposes, a purchase order award shall be made to the technically acceptable, lowest total price offeror.
