- AMENDMENT 3 TO SOLICITATION NOTICE The Department of Veterans Affairs, Central Iowa Health Care System, Des Moines, Iowa is procuring REFUSE AND RECYCLING COLLECTION AND DISPOSAL SERVICES to be performed at the Des Moines, Iowa campus. The contractor is to provide all materials not previously mentioned, labor, equipment, tools, management and supervision as required and needed for the completion of this project. AN OFFEROR WHOSE PROPOSAL IS ACCEPTED FOR AWARD WILL BE FIRMLY BOUND TO ALL OF ITS PROPOSED PRICING SUBMITTED. Technical evaluation factors to be considered include: Vehicles used for collecting and hauling shall be specifically designed for refuse collection with watertight bodies that do not permit loss of refuse. The Contractor's name shall be painted or otherwise displayed prominently on each Contractor owned vehicle. All vehicles will be inspected by the COTR prior to issuance of the base contract. Vendor shall be licensed in the State of Iowa with all necessary permits and licenses to allow dumping refuse and recycling materials. Contractor must provide documented experience of satisfactorily performing such services for comparable institutions or organizations This requirement is solicited in accordance with the policies contained in FAR Part 12, Acquisition of Commercial Items and the procedures in FAR Part 13.5, Test program for Certain Commercial Items. A firm fixed price services type contract with estimated quantities will be awarded for a BASE YEAR starting October 1, 2009 to run through September 30, 2010, pus FOUR (4) Option Years of TWELVE Months each for a total contract duration not to exceed five (5) years or sixty (60) months, if exercised by the Government. The applicable North American Industry Classification Standard (NAICS) code is 562111 (Solid Waste Collection) with a Small Business Size Standard of $12.5 million. For the calculation of annual receipts and number of employees see parts 121.104 and 121.106 in the SBA Small Business Size Regulations, http://www.sba.gov/regulations/121/. It is the potential offeror's responsibility to monitor this avenue (FEDBIZOPPS) for release of the solicitation and any subsequent amendments. Offers Due Date is extended to September 29, 2009, 4:00 PM. The contractor shall furnish all labor, equipment, materials, supplies, transportation, supervision and management necessary to provide Refuse and Recycling Collection and Disposal Services for the VA Central Iowa Health Care Campus, Des Moines, Iowa, in compliance with all local Iowa and Federal laws. The Government may reject any or all offers if such action is in the public interest. THIS REQUEST FOR SOLICITATION DOES NOT OBLIGATE THE GOVERNMENT TO MAKE AN AWARD. According to FAR 4.11 ALL contractors MUST be registered in Central Contractor Registration [CCR], www.ccr.gov and Online Representations and Certification [ORCA], https://orca.bpn.gov, before having their proposal evaluated.
