- Description
- The Department of the Air Force, Ellsworth AFB, SD will be awarding a sole source contract for Training and Resource Materials to the Military Child Education Coalition, located at 909 Mountain Lion Circle, Harked Heights, TX 76548-5709. NAICS code 611710 with a size standard of $7,000,000. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. The nature of the acquisition requires the use of the authority cited due to the fact that the Military Child Education Coalition is the only source that provides the training specifically designed to address the needs of military families and school transitions. The Military Child Education Coalition is the only resource having specialized training which assists school counselors to better serve the military child. The Military Child Education Coalition is also the only resource having the necessary brochures and resource materials for Air Force personnel to provide to parents and school counselors in working with military children educational needs. No other organization provides this training or resources and without using the Military Child Education Coalition an undue burden would be placed on the Airman & Family Readiness Center and the Ellsworth community. Identification of statutory authority permitting other than full and open competition. 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. (a) Authority. (1) Citations: 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1). (2) When the supplies or services required by the agency are available from only one responsible source, or, for DOD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. (iii) For DOD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in-- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, the justification rationale is based on FAR Part 6.302-1(a) (2) (iii)
