Description
RECOVERY. THIS IS A MARKET RESEARCH SURVEY. THIS IS NOT A SOLICITATION FOR EITHER BIDS OR PROPOSALS. This market research survey is being conducted solely to determine if an adequate number of qualified Small Business, HUBZONE, 8(a) or Service Disabled Veteran Owned Small Businesses are available to successfully perform the project described below. If, as a result of this and other market research efforts, it is determined that adequate competition exists in any of the socio economic groups listed above, the GSA may set aside the project for one of the groups. Interested parties in any of the socioeconomic groups mentioned above are invited to submit a qualification statement addressing each of the items listed below. Although it is anticipated that eventually a solicitation will be issued, under the American Recovery and Reinvestment Act of 2009, based in part on the results of this market research, responses received shall be used for planning purposes only and does not commit the GSA to issue a solicitation. Project Description Design/build project to reconstruct the plaza located on the Lafayette Street side of the Jacob K. Javits Federal Building at 26 Federal Plaza (between Worth and Duane Streets), New York, New York 10278. The plaza is located over an existing underground parking garage. Included is design; plaza demolition including furniture, finishes, lighting and landscaping; replacement of the existing waterproofing system, building repairs, stabilization of the structure and repair or replacement of the plaza furniture, finishes lighting and landscaping. The scope will provide for restructuring the main entry stairs, repairing leaks at the vehicular ramp, installation of new paving materials, reconstruction of benches with low maintenance materials and replacement of existing lights with energy efficient fixtures. The main scope of the work is to repair and upgrade the plaza’s waterproofing and structural systems. The aesthetic of the plaza may be replaced in kind. The project construction cost is estimated between $7 million and $13 million. Approximate anticipated award of a Design Build contract is March – May 2010 Qualification Statement Requirements Interested parties should submit a brief description of their company's business size, business status, anticipated teaming arrangements, and a description of capabilities and similar services offered to the Government or to commercial customers as follows: Furnish a written statement responding to the following items: Is your firm a small business? NAICS Classification 236220. Small Business Size Standard $33.5M (If your firm will form a design build joint venture refer to FAR Part 19.101) Is your firm certified by SBA as a HUBZONE or 8(a)? Is your firm a Service Disabled Veteran Owned Small Business? Provide written documentation, not exceeding ten (10) 8 x 11 pages, showing previous experience in the last ten (10) years of at least three (3) completed projects that meet the following criteria: •Experience managing a design/build project costing between $7M and $13M in an urban setting •Knowledge of New York City Building Codes and practices •Experience with demolition and waterproofing •Expertise and quality with waterproofing through a previous project that has not produced leaks in five (5) years. In addition, provide a narrative explaining how your prior experience will be valuable in achieving success under the GSA Design Excellence Program** **The GSA Design Excellence Program is a selection process aimed at selecting top quality design talent. The program uses private sector peers to provide feedback during the design selection process and periodic feedback during the construction of the project to the architect engineer of record. Include contract magnitude (cost) and points of contact (POC) for each project provided (name of the POC, address, e-mail, telephone number, fax number, and the company's web page, if applicable). Statement shall be furnished to: General Services Administration, Public Buildings Service, Acquisition Services Branch (2PCB), 26 Federal Plaza, Room 1639, New York, New York 10278, Attn: Jo Ann Petrillo, Contracting Officer. Submission is due no later than October 19, 2009
