GUATEMALA AUTOMATED FINGERPRINT IDENTIFICATION SYSTEM (AFIS) 2.1.2 To have a nation-wide database of citizen and criminal information for biometric-based identification of people. This statement seems to indicate that the intent is to create a single database containing both civil and criminal records. This is in apparent conflict with statements later in the document (sub-bullets of sections 3.2.1.1.1 and 3.2.1.4.1) which seem to identify as many as three separate databases, “police”, “private security” and “citizen”. The system will consist of one centralized server and one centralized database which will be located at the National Civilian Police facility. This centralized database consists primarily of criminal records as well as civilian records (i.e. police, private security personnel), consisting of 250,000 ten fingerprint and 13,000 latent records presently in the existing AFIS, 25,000 National Civilian Police records, 15,000 records from DIGECAM. It is anticipated that the memory capacity will grow however the Government of Guatemala will assume those costs in the future. 3.2.1.1.1 National Civilian Police • Implementation of the civilian and criminal database o Collect fingerprints and palm prints of people processed in the 24-hour Courts, as ordered by the Judge (approximately 77 per day) o Enter data into the police database (25,000 per year) Do the two figures highlighted above represent separate enrollments or do they refer to the same arrestees and only differentiate between collection of prints and entry of those prints into the database? **The two figures highlighted represent the daily input (77) and the total for a year (25,000) of the arrestees. Collection of palm and digital prints of people who are detained by police and taken before a judge to determine if they will be incarcerated. These will be inked impressions which will be entered into the system through a work station. Fingerprints of all police officers from the National Civil Police (25,000 members) will be taken and placed in the civilian data base. Fingerprints of all private security personnel will also be taken and included in the civilian data base. The use of fingerprint information will be used to identify/confirm identity of individuals and corpses. 3.2.1.1.2 Prison System • Collect print data from prisoners currently within the system (actually 10,0000 persons with a 10,000-people annual increase) Our assumption is that the first number highlighted above (10,0000) is a typo and is actually intended to read 10,000. Is the intent for collection of print data from prisoners currently within the system to be done by the Contractor or by the end user? **In first instance is intended to be done by the end user. In fact, there is a typing error of the number. The correct number is 10,000. The end user (prison system) will provide the 10,000 fingerprints of the prisoners currently in existence. Any additional memory needs for additional fingerprints from the prison system will be purchased by the Government of Guatemala at a later date. • Consult the database in order to identify visitors to prison centers. **The concept of the system is to fingerprint all visitors to confirm identity. The government of Guatemala will assume this cost at some point in the future. 3.2.1.4.1 General Office of Weapons and Ammunitions Control (DIGECAM) • Contribute to the collection of fingerprints for the civilian database (250 daily persons) In section 3.4.4, “Installation Locations of Remote Data Entry/Query Terminals”, the document indicates that the General Office of Weapons and Ammunitions Control is to be equipped with one remote data entry/query terminal. If the daily enrollment requirement of 250 persons stated above is accurate, a single entry terminal for this purpose may not be sufficient. Please confirm the daily enrollment requirement. **Daily enrollment of 250 is confirmed. • Consult the citizen and criminal databases in order to identify people • Provide electronic reports to the pertinent agencies in case a match is found. Please provide a description of the data to be included in the desired reports. ** The AFIS will be able to generate statistical reports with minimal logic usage by type of transaction system, system capacity, system administration, system utilities, settings biographical data field, and login and user activity. 3.3 Operational requirements • Capable of supporting the following record formats: • Electronic Fingerprint Transmission System (EFTS) v7.1 • INTERPOL implementation of the ANSI/NIST-ITL 1-2007 v5.0.(INT-I v5.0) • Print-type search capability of latent prints, finger and palm prints with the following search parameters: Fingerprints / fingerprints Unsolved fingerprints/ latent prints Latent prints / fingerprints Latent prints / unsolved latent prints Palm print/ palm print Unsolved palm prints / latent palm prints Latent palm prints / palm prints Latent palm prints / unsolved latent palm prints AFIS searchable by biometric or biographic data • Database capacity: Two year projection for one million (1,000,000) finger print records, one hundred thousand (100,000) palm print records, and 50,000 (fifty thousand) latent prints with the capacity for further expansion in the future as dictated by Guatemalan needs. The data included in the RFP document defining the number of existing records to be converted for use in the new database, the collection of records from the existing prison population and the entry of records on a daily basis from various sources totals only about 475,000 for a one-year total and about 650,000 over two years. Regardless, our recommendation will be to propose storage capacities at least 100% greater than the capacities described above, again clarifying whether the data is to be stored in one or multiple databases, and on one or multiple servers. ** We consider this recommendation as proper. Vendor is welcome to suggest or propose a larger capacity if they desire. Database: stored in a single server, which will be located in the PNC, however this requires that it be divided into two sections, one for the database for civilian and criminal records. We included a capacity for 1,000,000 records with the capability to link with the personal identification system (RENAP), driver’s licenses and passports at some point in the future. Description Amount Migration of fingerprints from the former AFIS to the new system 250,000 Please identify the former AFIS vendor, AFIS model and the file type and structure of the records to be migrated into the new database. If the records are currently held in a proprietary format it may be necessary to require that the provider of the existing AFIS convert the records into a standard NIST-compliant EFTS format. ** Actual AFiS system is a Morpho AFIS DXL Version 3.1, 1999 and is NIST compliant with EFTS format. Vendor: Sagem Migration of latent prints from the former AFIS to the new system 13,000 Latent files will also need to be provided to the Contractor for migration to the new database in a standard NIST-compliant file format. If latent minutiae strings are not included or are not provided in a usable format provision for re-encoding the latents must also be considered. Is this something the contractor is expected to do or would the GOG provide the experts for doing this encoding? **It’s expected to be done by the provider. Conversion of fingerprint paper cards from the last five years to the system 57,000 Will the contractor be tasked with this conversion, or will this be handled by another service provider? Will the conversion of these records be required to occur onsite, or can the records be transported to another location for conversion? ** It’s expected to be done by the provider. On-site conversion is preferable, • System expected availability: 24 hours/day x 7 days /week x 52 weeks /year • System accuracy requirement: 99% • Latent accuracy requirement: 85% How are these accuracy requirements to be demonstrated and/or documented? Please provide the test criteria. ** Expected System Availability: 24 hours / day x 7 days / week x 52 weeks / year System Accuracy Requirement: 99% Requirement latent accuracy: 75% Ability to search Daily Initial: Print Fingerprint = 528 records Latent = 100 searches Palm = 40 searches The contractor should be able to provide documented participation in independent testing (IE. NIST challenge format) that demonstrates the ability to comply with the accuracy requirements. • Initial daily search capability: Fingerprints = 528 records The 5,280 required daily fingerprint record searches described in this requirement seems to be out of line with other data in the RFP document. Considering that the daily tenprint record entry rate into the database defined by totaling other enrollment rate data provided in the RFP (including the addition of 10,000 records from the prisons at a rate of 300 per day) would account for only about 600-700 new entries per day, it seems that this number may be inaccurate. In addition, applying the search time requirement of 2 minutes per search for tenprint searches as defined later in this section of the RFP, the conduct of 5,280 tenprint searches could require up to 10,560 minutes, or 7.33 24-hour periods. Please clarify the total number of tenprint-to-tenprint searches required to be conducted within each 24-hour period, and whether these searches are to be conducted against a single database or divided among multiple, separate databases. ** Ten print Fingerprint = 528 records the daily transactions average was incorrectly listed. The actual daily transaction load is expected to be in the 500 submission range or less. Most transactions are 10 print submissions, bus as noted in SOW, single finger transactions are also anticipated from the portable remote terminals Latent prints = 100 searches Palm prints = 40 searches • Response time requirement: Fingerprints = 2 minutes per search Configuration of the database server(s) and search engine server(s) will be dependent upon the database structure (i.e., single or multiple databases) and tenprint search workflow. As requested earlier, clarification of whether one or multiple databases are required, and the search rate requirements for each database will be helpful in determining how to configure the servers and search engines. **The AFIS is envisioned to be a single data repository for criminal and some civil (IE police fingerprints) records. If the vendor feels that it is to his advantage to propose the use of multiple databases that is up to the vendor. Print Fingerprint = 528 records Latent = 100 searches Palm = 40 searches Latent prints = 15 minutes per search Palm print = 15 minutes per search • Supports digital images attached to fingerprint records. Capable of generating EFTS v7.1 record files to be exported. Capable of generating automatic "lights out" results. Please define what type of “lights out” search results are desired, i.e., tenprint-to-tenprint, tenprint-to-latent, etc. What type of digital images? Mug photos? Documents? ** Lights out” results pertain to ten prints to ten prints searches. The user should be able to establish a threshold match score that if exceeded will result in an automated match decision that can be sent to the requesting agency. Digital images will be used as record appendages for mug shots, scars, marks, and tattoos. • Self confirmation capability for checking fingerprints/fingerprints. Please provide a clarification of this requirement. Does “self-confirmation capability” mean automatic quality-checking? If so, should this be a requirement for the live scan component instead of the AFIS? Or is this another reference to "lights out" above? **The same “light out” as above. The live scan devices should have an automated image quality check. 3.5 Records conversion The Contractor shall facilitate the conversion of no less than fifty seven thousand (57,000) card-based records (to be provided by the PNC) to be entered into the AFIS. In addition, the Contractor will complete the migration into the new AFIS of two hundred and fifty thousand (250,000) electronic records and 13,000 latent records contained in the current AFIS located at the PNC. As noted earlier, if the records to be converted from the current AFIS database are held in a proprietary format it may be necessary to require that the provider of that system convert the records into a standard NIST-compliant EFTS format to enable the Contractor to access them for conversion into the new database. Please advise as to what format these records are in. ** SAGEM format. 3.7 Telecommunications network capability The institutions involved in this project have a communications system of "dedicated links," however, for the effectiveness of the project; it will require that the contractor indicate the minimum acceptable communications system required for the optimal running of the remote stations and their connectivity with the AFIS central server. If the existing “dedicated links” are not capable of efficiently supporting the AFIS requirements, the contractor shall propose alternative, secure telecommunication options and the respective cost to implement these solutions. Please clearly define the communications system of “dedicated links” referred to in this requirement. If the existing communication infrastructure consists of dedicated T3 lines (or better) the speed and capacity should be sufficient to support the required AFIS operations. If the existing “dedicated links” are VPN-based, an alternative option must be proposed. **The National Police are in the process of acquiring a dark optical fiber ring covering the Guatemala City area. The provider will reserve six links for the AFIS project. Contractor is welcome to offer other telecommunications solutions in their proposal if they feel it is to their advantage. 8. Reporting capability The AFIS shall be capable of generating logical statistical reports on system capacity, administration and outcomes, biographic data field parameters, and user logon and performance, at a minimum usage by the system per transaction type. Reporting capabilities to satisfy this requirement will be a development item. More specific information on the data required for these reports will be necessary for development. In order to provide a responsive option, please provide detailed information on what type of data the GOG is looking for in these reports. **The system should be able to generate statistical reports that reflect the current workflow in the system by transaction type, the number and identify of users on the system, the current state of the system database (number of records by type) relative to system capacity, the number of records and a detailed list of records by biographic data parameters. The contractor is welcome to provide a more comprehensive list of reports that its experience has shown to be of value. 11. Hardware and software copy rights All software developed and all hardware procured to support this contract and individual services rendered will become property of the Government of Guatemala and will be turned over if so requested. Intellectual property ownership as defined in this requirement is a significant concern. Please clarify what ownership rights the GOG is looking for. We intend to offer a COTS solution with industry standard licensing agreement that does not include "ownership" of any source code. Data remains the property of the GOG. **The GOG is not interested in “owning” the source code for COTS products. The GOG is interested in ownership of the hardware and software that is used in the AFIS. GOG is looking for intellectual property in its records. • Five portable remote data terminals to collect live fingerprints to be used in police operations and crime scenes throughout the country. Must this requirement be fulfilled using a "laptop" computer as described below, or can we use a self contained, handheld enrollment device that offers plug in scanner support, upgradeable capture devices and operates on the Windows XP platform? **For the sustainability of the project its better to have self contained or handheld devices. 3.4.2 Portable Remote Data Terminal The portable remote data terminal will consist of a ruggedized laptop that is capable of formatting and submitting single print and ten print fingerprint and latent transactions to the AFIS. Each portable remote data terminal will require user authentication and will support an inactivity timeout capability. Each laptop will be outfitted with a live scan device that is capable of acquiring single finger and ten print fingerprint images. Each laptop will have a digital camera (ten mega pixel minimum) with an AC power adapter. Please advise what the digital camera will be used for. If for capturing mug photos of subjects being enrolled, a 10 megapixel camera would produce an image file that is significantly larger than the NIST standard for mug photos. If for some other purpose, the choice of camera will be dependent upon its intended purpose. **Each remote data Entry/query terminal should be capable of submitting a ten print record (obtained through either live scan or card scan) to be searched against the AFIS, a latent print that will be searched against the AFIS, and a palm print record that can be searched against the AFIS. The remote terminals will not be used for system administration for report functions. The remote terminals require user administration functions for its local users. The digital camera will be used for capturing mug shots and photos of scars, marks and tattoos of subjects being enrolled. The contractor is welcome to propose a digital camera option that is better suited for these purposes with a smaller pixel capability. Each laptop suite will have a surge protector power strip capable of supporting the laptop and the supporting peripheral equipment. Each portable remote data terminal suite will include a carrying case capable of storing the laptop, live scan device, camera, telecommunications cables, and power strip. The contractor shall provide a per unit price for the potential provision of similarly equipped, additional remote and portable remote data terminals. 1.What will the funding be? **The Government will not be providing funding information. What is the value of the project? **As indicated above, the Government will not provide funding information. 2.Does Guatemala have a national ID system? **Yes managed by RENAP, passports and drivers licenses by Sagem. 3.Do you have any specifics as to specific adjustments made for El Salvador or Honduras that Guatemala would like to see? **The system must be compatible with both systems. 4.How many years in advance should we estimate database expansion? **At least five years. 1.What are the physical dimensions of the workspaces in which the AFIS system servers, review stations, remote terminals etc. must be installed? **Servers in an optimal data center, all other devices will be installed in specially conditioned areas of approximately 10x4 meter. 2.What is the current number of ten print and latent print workstations for the current AFIS? **The present AFIS has one work station with a total of 250,000 ten fingerprint, 13,000 latent print records. 3.Assuming ten print and latent print training is required; can the customer clarify how many individuals will need training? **Training for 50 people in the use of equipment however there is no need for latent print or ten finger print classification training 4.What is the current experience level of ten print, latent print and system administration personnel? **The PNC has well trained personnel who are in the process of providing training to the other institutions that will be participating in the system. Please note that the other institutions will be included in the training for use of the equipment. 5.Is the system required to enter latent fingerprints in an electronic format only, provided by a crime lab, or will the latent and remote latent workstations also be required to capture latent fingerprints via scanners and/or photography? ** Both. The remote workstations are required to capture the latents and transfer to a central station for admission 6.What are the current workflows and types of transactions supported by the current AFIS system? **The current AFIS isn’t operational; however the actual AFIS is part of the National Police and consists of one work station and 1 server in one location. The present system is not entering any information at the present time however approximately 200 comparisons of driver’s license and passport information, through a mirror server are being worked on a daily basis. 1.Section 1 Background, What type of AFIS system was procured in 1996? **Morpho, AFIS DXL Version 3.1, 1999 2.Section 1 Background, What types of fingerprint cards comprise the 57,000 card printed fingerprint records? a.Are they the same format? ** Yes. b.Are they FBI standard format? ** Yes C.Are they original ink (not photocopies of ink)? Are they the same type and shape of paper? ** Yes. 3.Must the conversion work be performed locally or can it be performed in a secure location within the US? **Preference locally however vendor may suggest other alternatives if is more practical. 4.Section 3.2, the statement “Consult...in order to identify people” is listed under each system. Each query into the database, whether retained or not, is still considered part of the throughput. For each system, what is the approximate number of “identifications” performed each day: a.National Civilian Police, “Consult information for the identification of people”? b.Prison System, “Consult the database in order to identify visitors to prison centers”? c.Public Ministry, “Consult the citizen and criminal databases in order to identify people”? d.Ministry of Defense, “Consult citizen and Criminal databases in order to identify people”? 5.Section 3.2.1.3, Public Ministry states that they will consult the citizen and criminal databases, yet section 3.4.4. does not state that the Public Ministry will receive a remote or portable data terminal. Was this an oversight? ** No. Will Public Ministry be sending inquiries and what system will they use to complete this task? ** The Public Ministry and the National Civilian Police work jointly and inquiries will be transmitted through the portable data terminals of the police. 6.Section 3.2.1.3. and section 3.2.1.4.1. mentions “citizen and criminal databases.” Is the contractor required to provide multiple databases to support the use of a “citizen database” and a “criminal database”? ** No, the civilian and criminal records are combined in a common server/database. 7.Section 3.2, states that each institution requires a response or report from the AFIS system: a.What type of response/report is expected for National Civilian Police? b.What type of response/report is expected for the Prison System? c.What type of response/report is expected for the INACIF? d.What type of response/report is expected for the Public Ministry? E What type of response/report is expected for the Ministry of Defense? ** The AFIS should provide a single response type that provides the subscriber with either a no-hit notification or a hit notification that includes the details of the identity of the match to the subject record as well as any additional biographic information that is associated with the match record. 8.Section 3.2.1.1. National Civilian Police, references a collection of approximately 77 persons per day of “fingerprints and palm prints.” This exceeds the daily submission of “40 palm prints a day” suggested in section 3.2, can the customer please clarify? The average of people enrolled per day is 77 which is a combination of palm and fingerprints and it is anticipated that the 40 palm prints per day will not be exceeded. 9.Section 3.2.1.2., requests the ability to identify latent prints. Does that mean that LPE/TPE’s will be at this location and desire to have the tools to do latent/ten print encoding and examination? ** Yes. 10.Section 3.2.1.2., requests the ability to check palm prints from about 17 corpses a day. Does the customer intend to collect palm images from corpses? ** No This could increase palm submissions to 94+ a day and will increase communication requirements for INACIF. The intention is to collect ten prints from corpses not palm images. 11.Section 3.3 Operational Requirements, “fingerprints” are referenced throughout: a.For “print type search” is “Fingerprints/Fingerprints” considered rolled prints or flat prints or both? ** Both. 12.Section 3.3, “99% and 85% accuracy” is NOT industry standard for match rates (i.e. fingerprint matches are not tested to be 99%). Accuracy is usually stated with caveats on quality of data and other factors. Can the customer clarify their accuracy requirements? ** GOG is looking for best quality system that complies with international standards. Best if standards are approved by FBI. 13.Section 3.3 system accuracy, Can system accuracy for COTS systems be confirmed by previous vendor testing? ** Yes 14.Section 3.3 supports digital images, EFTS supports holding specific types of digital images. What specific types of images does the customer require? ** Mug shots and photos of scars, marks and tattoos. Current digital formats. 14.Section 3.3 Spanish Screens, Are all IT/administrative user screens required to be in Spanish? ** No normally IT professionals speak and read English. 15.Section 3.4, When this section is viewed it makes no sense. If yes, must they be transmitted with their associated FPs as they are submitted initially to the AFIS (resulting in 40+ searches a day)? c.Other ** Live scan devices are required to capture rolled fingerprint images, single print images, and plain or “slap” impressions. 17.Section 3.4.1. Remote Data Entry, references a digital camera. a. Is this for capture of facial images? **Facial images in the form of mug shots, but not facial images to be searched as a part of a facial matching system. b. Is the AFIS system required to save the facial images? ** As mug shot images, yes. C. Is the AFIS system required to match the facial images? ** No. d.Is a 10 MP image required? **As noted above, less than 10 MP is acceptable to conform with NIST standards e. Must all images be transferred in conjunction with their associated FPs as they are submitted initially to the AFIS (resulting in ~500 transactions a day)? ** Yes f.Section 3.6 External Network Capability, requires solution to be “easily networked and fully compatible with external databases, using EFTS v7.1.” Being compatible with EFTS v7.1 and other country databases are two different requirements. Can the customer please explain if being compatible with EFTS v7.1 satisfies this “compatibility requirement”? ** Yes. g.Section 3.7, states that if the existing dedicated lines are not sufficient contractor shall propose alternative communications. Since customer has not giving the specifications of the dedicated lines, is cost for additional communication lines a follow on after award and not to be considered in the proposal and cost evaluation? ** GOG will provide all related with connectivity. h.Section 4 system testing, requires a test plan based on data derived from GoG’s existing fingerprint records. Existing records can only be used in a testing if they have a previously known set of matched data. Does the customer intend to provide known sets of MATCHED existing FP data so that controlled tests can be administered? ** Yes. A.Is the contractor required to provide test support or actual testers? ** Actual testers. i.Section 6.1 states that materials shall be provided in Spanish and English. In what verbal language should training be provided? ** Spanish. j.Section 6.2 Training Courses, does training include latent and ten print training? **No, only training for use of equipment. k.Section 7 System Documentation, detailed documentation for design and proprietary source codes are not normally provided with a system and if required they can be very costly. Please specify the exact documentation required as a deliverable. ** If the vendor normally does not provide this documentation, and this increases the cost, we could do without it, however we need sufficient documentation for use of the AFIS without legal hassles for licenses for use. l.Section 8, Can the customer please define: a.Logical statistical reports on system capacity? ** Number of queries, number of positive matches, number of negative searches, number of queries per day by user and by system, etc. b.Administration and outcomes? ** Information regarding access to system, what records were searched and what records downloaded, time, date, etc. c.User performance? ** Number of users logged in, queries per user, etc. At a minimum usage?
