- Description
- The Government intends to solicit and negotiate with only one source, SILYNX Communications, 9901 Belward Campus Dr Ste 150, Rockville, MD 20850-3988. The procurement will be conducted on a sole source basis in accordance with the statutory authority of the Test Program for Commercial Items, Section 4202 of the Clinger-Cohen Act of 1996 as codified at 10 USC Sec. 2304(g)(1)(B), and amended by Section 807 of the Ronald Reagan National Defense Authorization Act of 2005 under the authority of FAR 13.501(a)(1)(ii). This acquisition is for the following Cable Adapter Helicopter Intercom (Nexus Single Prong), PN CA0006-00, 29 each; and C4OPS Headset System, PN SIN003-01-AA, 29 each. The basis for restricting competition is that the requiring activity has a requirement for a tactical headset with multi-platform intercom capability that allows users to monitor 3 communication devices simultaneously while providing active noise reduction, enhanced normal hearing and sound localization for increased situational awareness. The headset must be equipped with 5 pin quick-disconnect connector for use with current MBITR, VIC-III and AN/PSC-5 radios. The headset must also be able to be utilized with HAHO and HALO operations and immersible to 20 meters. The NAICS code for this procurement is 334220 and the small business size standard is 750 employees. This sole source requirement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than 28 September 2009, 2:00 pm CDT. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with SILYNX Communications Inc.
