- 17.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested for the solicitation number NOI9144. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-36. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business concern. The associated North American Industry Classification System (NAICS) Code 811310, which has a business size standard of 7.0. The National Institute of Allergy and Infectious Diseases intends to award a sole source procurement to GE Healthcare for a one year maintenance agreement service(s) on six chromatography systems: 1) AKTA Pilot-Model 18117063, serial number 01148962, 2) AKTA Explorer-Model 18111241, serial number 001433, 3) AKTA Explorer 100A-Model 18140300, serial number 001103, 4) AKTA Explorer 100A-Model 18140300, serial number 01093678, 5) AKTA Explorer 100A-Model 18140300, serial number 01096149, 6) AKTA Explorer-Model 28406264, serial number 1370066, and 7) AKTA Explorer-Model 18140300, serial number 01291525 located at NIH in Rockville, Maryland. The period of performance will be for one year. The proposed contract is for supplies or services for which the Government intends to solicit and negotiate w/only one source under authority of FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. GE Healthcare is the only known vendor authorized and capable to perform service for provided equipment. The government will award a fixed price purchase order to the responsible contractor. Place of delivery NIH/NIAID, Rockville, Maryland, 20852. The government will award a fixed price purchase order to the responsible contractor. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation-Commercial Items; FAR 52.212.3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. A completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included. Copies of the aforementioned clauses are available upon request by telephone to Mr. Daniel Herdman at (301) 402-6338. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications - Commercial Items. Offers must be submitted no later than 5:00 PM Eastern Daylight Time (EDT) September, 24, 2009 to Mr. Daniel Herdman.
