- This is a Sources Sought Notice and should not be construed as a solicitation announcement. The purpose of this notice is to gain knowledge of potential qualified businesses concerns, both U.S. and Foreign, capable of performing Operations and Maintenance Services, Northern Afghanistan wide. Since all of the work will be performed outside of the continental U.S., no set asides or socioeconomic preference of any sort will be granted. A pre-solicitation announcement will be published in the Federal Business Opportunities on or about 15 November 2009. It is anticipated a fixed price single award contract will be issued with a period of performance of a base period of twelve months and four option periods of twelve months each. The contract term will not exceed five years. The U.S. Army Corps of Engineers has a requirement for operations and maintenance and minor construction services at various camps, bases and installations for the Afghan National Army and the Afghan National Police Northern Afghanistan wide. Work and responsibilities will include preventative and unscheduled maintenance, repair, replacement and renovation of facility systems and equipment, inventories and minor construction. O&M services will cover water systems, waste water systems, HVAC, electrical systems, power generation, buildings, structures, grounds and roads. Response Requirements: Interested companies are invited to submit a Statement of Capability (SOC). The SOC must identify (a) at least two (2) contracts (including current point of contact information) in which the interested company served as either the prime contractor or a subcontractor (performing a substantial portion of the work described above) providing O&M support services in an overseas environment, especially in support of an overseas contingency operation; and (b) years of company experience maintaining similar services in that environment. The SOC must contain a cover letter including the company name, address, point of contact, telephone, facsimile, e-mail address, and business classification. The SOC must be submitted in writing. Responses must be received NLT 13 October, 2009, 4:00 p.m. EST. Submission may be made by mail, e-mail, or facsimile.
