Description
The Department of Interior, The National Park Service, Intermountain Region, contemplates award of a firm fixed price with indefinite quantity contract, 5 year base period and five one-year option years to the offeror whose proposal provides the best value to the Government for Transit services located at Zion National Park, Springdale,Utah. NAICS: 485113 MAGNITUDE: $10M - $15M The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to provide the transit service that will be defined in the Performance Work Statement (PWS), and in accordance with the Federal Motor Carrier Safety Administration, Department of Transportation, Title 49, CFRPart383, controlled substances and alcohol use and testing, Medical Advisory Criteria for Evaluation under 49 CFRPart391.41, Department of Public Instruction Office Services, National Fire Protection Agency10 (NFPA 10), and the state of Utah Department of Transportation. The transit service consists of two loops - a 5.5-mile round-trip town loop and a 16.4-mile round-trip park loop. Between the two loops, visitors walk through the southern park entrance/visitor center plaza. The Contractor shall provide safe, timely, professional, and reliable services. The Contractor shall manage costs and resources effectively while meeting the terms of this contract and staying within the NPS approved annual allocation. In addition, the Contractor shall also provide all labor, parts, tools, equipment, and supplies necessary for the operation, maintenance (routine and specialized), repair, rebuilding, replacement, upgrading, and cleaning of all transit vehicles. At no cost to the Contractor, the government shall furnish all transit vehicles for the transit system. The NPS shall remain the sole owner of the transit vehicles, and nothing contained in this Contract or in the payment of services shall enable the Contractor to acquire right, title, or interest in or to government property. The current fleet of transit vehicles consists of 30 El Dorado Transmark-RE-29 propane powered buses and 21 El Dorado Transmark trailers. Most of these transit vehicles are about ten years old, and each of the power units has about 150,000 miles. The NPS has purchased nine new El Dorado Transmark-RE-29 propane powered buses with an expected delivery date of February 2011. After delivery, the NPS will decommission seven power buses from the existing fleet. The NPS anticipates purchasing nine new El Dorado Transmark trailers in 2010 with an expected delivery date of February 2011. After delivery, seven trailers from the existing fleet will be decommissioned. Once the solicitation is posted, the request for proposals and documents shall be available without charge, through www.fedbizpps.gov. Work will be completed in accordance with government furnished specifications and plans. A paper solicitation will not be issued and electronic submission of contractor's proposals will not be accepted. Responses should include a brief narrative of the contractor's capability to perform the services, the contractor's DUN and Bradstreet Number, Central Contractor Registration, ORCA, and identification of the contractor's business size in accordance with the size standard.
