- This Notice is issued subject to the requirements of the RecoveryAct. Procurement will be a Two-Phase Design-Build RFP, VA-248-09-RA-0330. Inaccordance with FAR Subpart 36.3 one solicitation will be issuedcovering both phases. Solicitation will be available on or about October8, 2009.The James A Haley VA Medical Center, Tampa, Florida, is solicitingRecovery Act Project R673-09-604 for construction services with designbuild capability to provide a design to upgrade and replace fume andexhaust Fans Hoods on Bldg 2. An independent A&E Study will be providedwith the solicitation as a guide. As Authorized by 38 USC 8127; this procurement is set-Aside for ServiceDisabled Veterans Owned Small Business concerns. NAICS 236220, sizestandard $33.5. Estimated cost range is between $500,000 and $1,000,000. Phase One of the solicitation shall consist of the scope of work;evaluation factors for phase-one, including technical approach (1 or 2page conceptual drawing); technical qualifications, such as specializedexperience and technical competence; capability to perform; pastperformance of the offeror's team (including the architect-engineer andconstruction members); excluding cost or price factor. The VA may select a up to a maximum of five of the most highly qualifiedofferors from Phase One to submit Phase Two proposals; which shallcontain both technical and price proposals to be evaluated separately inaccordance with FAR Part 15. A one time organized Phase one Pre-Proposal site visit is scheduled forOctober 26, 2009. 2009.
