Description
Sources Sought Notice: This is an amendment to a sources sought FA9302-09-R-0012, and replaces the posting made on 14 August 2009, in its entirety. The purpose of this amendment is to better state the government’s requirements. It is a Sources Sought posting for market research purposes only. This is not a Request for Quote. The Air Force Flight Test Center ( AFFTC) at Edwards Air Force Base, CA is seeking potential sources capable of providing and sustaining Theory of Constraints (TOC) Project Management (PM), Technical Expert (TE), Master Trainer courses, Train the Trainer, Train the Trainer certification and other training course materials geared to teach TOC PM Critical Chain Methodology and TOC Thinking Processes, to include but not limited to, Technical Expert, Deployment Expert and Train the Trainer “Master Trainer” certifications, with the following stipulations: current courses are not generic TOC Project Management Courses; course content includes tools and processes unique to this Edwards Air Force Flight Test Environment; all current courses (TE, DE, Master Trainer, etc…) are designed around a strategic roadmap developed at the outset of the project management system design, and specific to Edwards Air Force Base; alignment has the common elements of the solution embedded within each course to ensure consistency across all courses and consistency of how trainers are certified and people are trained relative to the specifics of the implementation; current courses as they exist at Edwards are specific to Abraham Y Goldratt Institute (AGI). Training courses have been tailored with the Air Force Flight Test Center specific elements of the TOC PM solution. All AFFTC resources in Project Management, Resource Manager Supplement, Deployment Expert, Information Systems Expert and Central Synchronizer roles have been trained with these materials. The Air Force top level requirement is two pronged: (1) to maintain continuity and consistency of training relative to the implementation of the specific TOC Project Management System installed at Edwards Air Force Base, and (2) to maintain throughput of training through the use of currently (locally) certified trainers. AFFTC requires that the contractor educate, prepare, and certify local staff as master trainers. Certified master trainers will have the ability to teach local TOC classes. The government reserves the right to determine the specific modules and quantity of modules that government certified master trainers are authorized to instruct. The contractor shall provide course programs that are specifically geared to teach TOC PM Critical Chain Methodology and Root Cause Analysis. The contractor shall use practical examples that the master trainers may encounter locally. The contractor shall provide courses that, at a minimum, enable the trainer to transfer essential knowledge of TOC Multi-Project management to students, such as: construction of project networks, scheduling individual projects, synchronizing multiple projects, project budgeting, operational management to include buffer management and resource utilization, resource assignment to tasks, behaviors/roles/responsibilities, metrics and implementation roadmaps. All trainer certification is Edwards’s specific. Moreover, Edwards Air Force Base Flight Test Environment currently builds networks using the Necessity-based approach, 13-step process. Additionally, the contractor shall provide all personnel, materials, and other items and services necessary to perform all training/certification services, tasks and functions for Edwards AFB as defined in this sources sought notification. The contractor shall facilitate and administer TOC Training and provide course materials and any necessary updates for: Master Trainer Course (provide a course that provides for the basis of instructional delivery of Functional Level Theory of Constraints concepts); this course shall provide a foundation for the practical application of instructional methods and techniques; The contractor shall provide master training certifications to all successfully trained students. In essence, the contractor will train the trainer and the government will provide the certification based on recommendation from the contractor. The contractor shall provide Master Trainer candidates with skills and certification necessary to transfer TOC Project Management, technical expert program. Deployment Expert Course (provide certified master trainers with the skills and basic tools to facilitate and design efficient TOC programs within their organization); this course shall, at a minimum, include instruction in the customization of both the design and the deployment tasks and resolving design and deployment issues without distorting the solution. Additionally, the contractor shall provide materials and services necessary for Air Force Flight Test Center Personnel to instruct: (1) TOC Overview (course shall provide an overview of TOC Project Management (PM) processes and techniques. Prepares students for roles in standardization of the local project management processes. (2) Technical Expert Training (course shall contain detailed training pertaining to all five elements of the TOC PM Solution: Project Planning, Project Scheduling, Synchronization, Visibility & Control, and Resource Behaviors as they relate to Critical Chain Theory of Constraints Methodology; this course shall provide hands-on exercises and include, at a minimum, network building, projects scheduling, multi-project synchronizing, and resource assignment. (3) Resource Manager Supplement (session shall be designed to supplement the one day TOC overview course; this course shall prepare resource managers for the roles and responsibilities in implementing TOC PM Resource Management techniques within individual organizations. (4) Senior Leader Supplement (session shall be designed to supplement the one day TOC overview course; this session shall prepare senior leaders to lead the implementation of TOC PM within their organization. The contractor shall maintain existing training materials as well as develop new material as necessary for the duration of the contract. Any jointly developed training specifically pertaining to Edwards AFB shall not be treated as proprietary by the contractor and is the property of Edwards Air Force Base. If, however, training material contains both jointly developed and contractor specific material, proprietary marking may be used for the contractor specific material. Any jointly developed training shall be clearly identified as non-proprietary. The contractor shall obtain government approval to use any jointly developed material for other than Edwards Air Force Base specific training. This is a follow-on contract as part of the existing (current) and previous contracts with Spearhead 2 of the Abraham Y Goldratt Institute (AGI). AGI has provided specialized/in-depth cause and effect knowledge/soft science that is transferred to students during Technical Expert, Master Trainer and Deployment (DE) Training/Certification. Six main areas where in-depth knowledge is transferred to students who in turn utilize the knowledge to facilitate change in their organizations are: •Deepened understanding of the solution through building/understanding current reality trees (CRTs) and Future Reality Trees (FRTs). How to read cause and effect; verbalize cause and effect and rewording Undesirable Effects (UDE’s) for your environment. Understanding core conflict clouds and how they relate to UDE’s using CRTs. •Skills for Customization of the Solution: Negative Branch Resolution. How to build and trim a negative branch as part of the solution. •Defining implementation: FRTs and Pre-Requisite Trees (PRTs). Provide focus to the cultural and logistical change; build the base skill of necessity for building/customizing implementation network and learning the high level tool to facilitate teams through challenges encountered during implementation. •Skills for customizing the implementation: PRT’s. Identifying obstacles and how to cause the change, the six steps to Buy-In and use of elevator statements. •Sills for resolving conflicts. To date, AGI has been the only firm that has developed the above identified specialized course material tailored to AFFTC requirements over the past seven years. Due to the fact that AFFTC previously selected Theory of Constraints Project Management, Critical Chain methodology as their standardized project management process, it is believed that changing from the chosen methodology and redirecting to another vendors material and approach would result in substantial duplication of cost from re-training individuals, as well as duplicative costs and unacceptable delay in scheduled training from re-deployment efforts across the Air Force Flight Test Center. This information is provided for the purpose of providing interested firms the history behind Edwards Air Force requirement of Theory of Constraints, in an effort to be open, fair and promote competition. One purpose of this contract is for the Government to foster a relationship that allows the Government to become self sufficient in the facilitation and training of basic TOC principles and concepts for the overview and supplemental courses. Edwards Air Force Base intends to become self-sufficient using internally developed materials by developing supplemental/overview course material in-house. •Period of Performance for the services described herein is for the period of October 2010 to October 2014. Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide Theory of Constraints Project Management, Critical Chain Methodology. All interested parties responding to this synopsis must identify their company’s capabilities to provide Theory of Constraints (TOC) Project Management (PM), Technical Expert (TE), Master Trainer courses, Train the Trainer, Train the Trainer certification and other training course materials, to include but not limited to, Technical Expert, Deployment Expert and Train the Trainer “Master Trainer” certifications requirements described herein, reference the synopsis number and indicate, whether or not that they are a small or small disadvantaged business concern as defined in FAR 52.219-1. The NAICS code is 611430. The size standard is $7,000,000. Service Code is R. The information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of the Air Force. The Government does not intend to pay for any information provided under this sources sought synopsis. It is anticipated that a Firm Fixed Price contract will be awarded on or around, 30 September 2009.
