- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ). Submit a written quote (email acceptable) on RFQ reference number W912LM-09-Q-8003. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. The associated NAICS code is 315999. This combined synopsis/solicitation is for Air Force APECS parka, genuine gore-tex fabric/AF Tiger. See attached spreadsheet for quantities and sizes. The following provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial. The Government anticipates awarding a firm fixed price contract (based upon availability of funding) resulting from this solicitation, and reserves the right to select and procure a system that is the most compatible and is the best value. Central Contractor Registration (http://www.ccr.gov) and mandatory invoicing through Wide Area Work Flow (WAWF) is required. Quotes will be due to the Minnesota Air National Guard, 133 MSG/MSC, 610 Militia Drive, St. Paul, MN 55111 by 24 September 2009, 12 pm central standard time. FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999), applies to this acquisition. Delivery is of primary importance. FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Jun 2008) is required for this action. An Offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial, applies to this acquisition; as well as the following addenda: N/A, no addenda to subject clause.
