Description
Setaside Code: HISTORICALLY UNDERUTILIZED BUSINESS ZONE (HUBZONE) AND SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) This is a Sources Sought announcement only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation because there is no bid package or solicitation available. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The Naval Facilities Engineering Command Hawaii, Construction Acquisition Division is seeking information only to determine whether U.S. Small Business Administration (SBA) Historically Underutilized Business Zone (HUBZone) and Service Disabled Veteran Owned Small Business (SDVOSB) capability exists to support this requirement. The work includes, but is not limited to the following: Labor, supervision, tools, materials and equipment necessary to perform new construction, repair, alteration and related demolition of existing infrastructure based on Design-Build or Design-Bid-Build (Full Plans and Specifications) for DOD infrastructure within the State of Hawaii. "Infrastructure" is defined as 1) residential building construction for single family and/or multi-family housing; 2) nonresidential building construction for industrial buildings and warehouses; 3) nonresidential buildings, other than industrial buildings and warehouses; and 4) supporting improvements such as utilities, landscaping and roadways. The areas of consideration will include, but not be limited to, Navy, Marine Corps and miscellaneous Federal and other facilities. Task orders will be issued for the work that may require design and construction services. In support of the Design-Build work, the Contractor shall employ the services of an architect/engineering professional experienced in the coordination of multi-disciplined architectural/engineering design efforts in all aspects of general building and new and renovation projects. The North American Industry Classification System (NAICS) Code is 236220, Commercial and Institutional Building construction, Small Business Size Standard of $33.5M average annual receipts over the past three years. The estimated contract capacity for this MACC is between $100,000,000 and $250,000,000.Interested sources are invited to respond to this Sources Sought announcement by using the form, provided under separate file, titled "Sources Sought Information Form." Submit the following information: 1) Experience of the firm: Provide information on a maximum of 3 projects to include detailed descriptions of design build/design bid build contracts that your firm has completed for the Department of Defense within the last 5 years that demonstrates your firm's experience in the work as detailed above. The information to be provided shall include the size and dollar value of the contract. 2) Bonding capacity: Provide a letter from your surety stating your firm's per contract and aggregate bonding capacity. 3) Provide your current CCR registration demonstrating your HUBZone SB and/or SD-VOSB status. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. However, NAVFAC Hawaii will utilize the information for acquisition planning purposes. All data received in response to this Source Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government. Please respond to this Sources Sought announcement no later than 2:00 p.m. HST on 13 October 2009. NO TELEPHONE CALLS OR FACSIMILES WILL BE ACCEPTED. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a Sources Sought announcement only, evaluation letters will be not be issued to any respondent.
