Description
This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation FA4877-09-Q-0744 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36, Defense Circular Number 20090825 and Air Force Acquisition Circular 2009-0803. (iv) This procurement is being issued full and open. The NAICS code for this requirement is 333999. (v) The contractor shall provide all personnel, labor, transportation, supervision, materials, equipment, and management: to provide the following: Work consists of replacing the current hydraulic system used to raise and lower the drop arm barriers at Building 12s main parking lot entry point with a system incorporating electric motors. (Electric linear servactuation system, or equal) The current hydraulic system has experienced poor performance and frequent failures since installation due to incompatibility with Tucson's weather conditions. Installation of the electric motor system (including "air conditioners" for the motors) will solve the poor performance and failure problems and permit routine use of the barriers. Includes 24/7 monitoring on Barrier System. Parts/items to include, but not limited to: Barrier system climate control system, battery backup system, peripheral electrical system, moblization/demoblization to DMAFB, additional cost (such as cost for doing business in Tucson and/or taxes, and shipping for all equiptment and personnel transportation cost. Clarifications to be discussed at site visit. All potential bidders are reminded, in accordance with FAR 52.204-7, Central Contractor Registration (CCR), that failure to register in CCR by Thursday, September 24, 2009 at 09:00am (PST) will make an offeror ineligible for award. Contractor must also have NAICS code listed in this solicitation on their CCR Registration. The provision at 52.212-1--Instructions to Offerors -- Commercial, applies to this acquisition. (ix) 52.212-2--Evaluation -- Commercial Items applies. Quotes will be evaluated on the lowest price technically acceptable, and the quote that will yield the best value to the Government. (x) Offerors must include a completed copy of the provision at, 52.204-8-- Annual Representations and Certifications and submit with its offer.
