- The Bureau of Reclamation is pursuing a Justification and Approval citing 41 U.S.C. 253 (c) (1). Only one responsible source and no other supplies or services will satisfy agency requirements. Bosque Engineering was issued a sole-source contract on May 16, 2008 to perform the following tasks: (1) Assist the San Carlos Apache Tribe and tribal farm with planning, market strategy development, predesign, design, and construction of farm expansion of up to 750 acres; and to (2) Assist the San Carlos Apache Tribe with development of an economic development plan based on an vertically integrated economy which will demonstrate a higher value of water than is generally associated with farming primarily one crop. Under this contract modification (proposed contract term extension is 9/30/09 through September 30, 2010) the Contractor will work with the San Carlos Apache Tribe and the San Carlos Apache Tribal Farm, and PXAO personnel to continue investigations of arable land along the San Carlos River, Gila River, and Goodwin Wash. Since the initially proposed 700 acres of land along the Gila River includes numerous important cultural resources, the Counsel has directed that other sites be investigated. These sites will include: Water supply and improvements to existing farm land at Anderson Flats; Improvements to existing land at Peridot; Review of potential land along San Carlos River and Planning and design of new fields along Goodwin Wash (water supply investigation (wells along Gila River), reservoir, and fields). Specifically continued planning and design of 700 acres of new land within the reservation will include: Design drip system for Peridot field, Review additional fields along San Carlos River, and provide a water supply analysis on Goodwin Wash, The Contractor will also continue to attend and participate in various forums to ensure accurate information, data and technical details are conveyed accurately and effectively. The North American Industry Classification System (NAICS) Code is 541710 and the Small Business size standard is $4.5M. Estimated Amount of this Modification is $70K. This will be a Total Small Business Set-Aside. Interested parties may identify their interest and capability to respond to this sole source contract action, however, this notice of intent is not a request for competitive proposals. Responses must be received by Close of Business (COB) September 28, 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Contracting Officer has determined that the authorities cited in FAR 6.301-1 provide the rationale for other than full and open competition. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. It is anticipated that this modification will be issued by September 30, 2009.
