- The United States Property and Fiscal Office for Connecticut intends to award a sole source, firm fixed price contract with Dallas Avionics, Inc., 2525 Santa Anna Ave, Dallas, TX 75228 for six each TIL #TDFM6148-P426NV radios and six each TIL AMS6000 Audio Mode Selectors, for the Connecticut Army National Guard. The TIL #TDFM6148-P426NV Radio is the only known commercial radio available that meets all the Governments requirements for multi-agency, interoperable communication capabilities with non-military entities and has received an Air Worthiness Release (AWR) for use in UH-60A/L Blackhawk Aircraft. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Telephonic inquiries will not be accepted. This is not a request for competitive proposals. The decision not to compete this requirement is within the discretion of the Government. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in future procurements. All qualified sources must respond in writing not later than 10:00 AM, September 28, 2009.
