- PRE-SOLICTATION NOTICE FOR GRAVESITE EXPANSION AT FORT SMITHNATIONAL CEMETERY, FORT SMITH, ARKANSAS (PROJECT NO. 847CM3016) The Department of Veterans Affairs (VA), National CemeteryAdministration, is soliciting bids under Solicitation NumberVA-786A-09-IB-0132 for the following: Contractor shall provide all labor, materials, tools, equipment andsupervision necessary for construction of a Gravesite Expansion at FortSmith National Cemetery located in fort Smith, Arkansas as describedherein and other specific tasks in accordance with the drawings andspecifications. BASE BID ITEM 1: CONSTRUCTION: Work includes demolition,Site preparation, erosion and sediment control, roads, walks, grading,storm drainage utilities, installation of double depth crypts, equipmentstorage building, material storage bins, electrical work, and all otherwork required by the drawings and specifications. BASE BID ITEM 2:Manufacture, deliver and off-loading at the site approximately 2,125double depth crypts in accordance with the drawings and specifications.Award will be made on Base Bid Item 1 and Base bid Item 2. An organized site visit is tentatively planned for Wednesday, October21, 2009 at 10:00 am local at Fort Smith National Cemetery. MAGNITUDE OF CONSTRUCTION: Between $5,000,000 and $10,000,000. CONTRACT DURATION: Performance period is approximately 450 calendardays from date of receipt of Notice To Proceed. NAICS CODE: 237990 SIZE STANDARD: $33.5 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-RICECONSTRUCTION CONTRACT UNDER 100% COMPETITVE SET ASIDE FOR SERVICEDISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). Award will be made on acompetitive basis under Federal Acquisitions Regulations (FAR) 14 to aresponsible SDVOSB business responding to this solicitation.
