Description
The scope of work for this design-build project includes, but is not limited to, the construction of five standard type "C" earth covered, box magazines of reinforced concrete with three 7.6 m (25 feet) electrically operated doors at ground level for the Navy Munitions Command (NMC), East Asia Division, Detachment Pearl Harbor, West Loch, Hawaii. Supporting facilities include access roads, concrete apron, interior lighting and power, exterior security lighting, grounding, building lightning protection, building electrical service, site secondary electrical distribution and fire hydrants. Special foundation features include excavation of existing subgrade to the coral formation and concrete fill below the invert of the magazine foundation to the coral formation. The project will conform to anti-terrorism/force protection standards and follow LEED and Federal Energy Acts compliance criteria for design, development, and construction of the project. Estimated range is from $10,000,000 to $25,000,000. The North American Industry Classification System (NAICS) code is 238120, and average annual receipts is $14.0 million over the past three years. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the lowest price technically acceptable proposal. The technical evaluation factors are anticipated to be as follows: (1) Offeror's Past Performance; (2) Lead Design Firm's Past Performance; (3) Offeror's Experience and Key Personnel Experience/Qualifications; (4) Lead Design Firm's Experience and Key Personnel Experience/Qualifications; (5) Past Performance in Utilization of Small Business Concerns; and (6) Participation of Small Business Concerns in this Project. It is anticipated that the solicitation will be issued on or about 7 October 2009. The solicitation will be available in electronic format only. The RFP will be posted on the Navy Electronic Commerce Online (NECO) website at https://www.neco.navy.mil and the Federal Business Opportunities (FBO) website at https://www.fbo.gov on or about 7 October 2009. No hard copies will be provided. It is the contractor's responsibility to check the websites daily for any amendments to this solicitation. Prospective offerors MUST register themselves on the website. Plan holders lists will not be faxed and will be available only at the websites listed above. Offerors are required to register in the Central Contractor Registration (CCR) database at http://www.ccr.gov. Offerors must have an active registration in CCR prior to completing their Reps and Certs (Section D - 00600) in the Online Representations and Certifications Application (ORCA). ORCA is an on-line system that is located on the Internet by going to http://www.bpn.gov. You are encouraged to register as soon as possible. Prospective offerors are urged and expected to inspect the site where the work will be performed. An organized site visit has been scheduled for Tuesday, 27 October 2009 at 10:00 a.m. (Hawaii Standard Time). The specific meeting location of the site visit is to be determined, and this information will be provided in advance of the site visit to the prospective offerors who have been granted access approval to West Loch. Important Note: Access to West Loch, Pearl Harbor, Hawaii requires prior approval. To request access to West Loch's Restricted Area, the (2) two attached forms (Restricted Areas Access Request - Non-Gov and Vehicle Pass Request) must be completed and emailed to katrida.collier@navy.mil by Tuesday, 13 October 2009, at 10:00 a.m. (Hawaii Standard Time). POVs ("Personally/Privately Owned Vehicles") are not authorized. Vehicles belonging to contractors must have placards on the side of the driver's side door. All vehicle operators must be prepared to provide a valid driver's license, vehicle registration, certificate of insurance and current safety inspection to the security guard prior to entry to West Loch. Offerors should anticipate a delay in entering West Loch and allow sufficient time when attending the site visit. All vehicles may be searched by the security guard. Photographs are prohibited in and around West Loch unless a written request containing specific justification and details is approved by the security officer via Contract Specialist Katrida Collier. Fourteen days' advance notice is required. Photographs, when approved, shall be taken in the presence of an activity escort. The information being requested does not constitute a commitment on the part of the government to award a contract, nor to pay for any costs incurred as a result in replying to this notice. This notice should not be construed as a commitment by the government for any purpose.
