- W91QV1-09-T-0133 U.S. Army, Mission and Installation Contracting Command (MICC) intends to award a contract to Marvin Bash, for a Jewish Civilian Rabbi. This sole source award is based under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Rabbi Marvin Bash, 3000 1st Street N. Arlington, Virginia 22201. This requirement is for the Essential Elements for the Religious Services (EERS) that are core and essential for planning and conducting all of the activities in the Jewish religious programs, to include: worship at weekly Friday evening services and specified Saturday morning services; worship at Jewish holiday services, the conduct or supervision of religious education as it is determined to be an EERS, and ministry for life-cycle events, pastoral care and counseling that is specific to Jewish ecclesiastical requirement. The contractor shall maintain adequate records of worship functions, classes taught, emergency ministrations made, and answer inquires about Catholic worship program. The NAICS code is 813110 with a size standard of 7.0 million dollars. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement, no later than 10:00 am EST, 24 September 2009. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB.
