Description
This is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ACQUISITION WILL BE MADE UNDER THE SIMPLIFIED ACQUISITION THRESHOLD OF $100,000.00. This announcement constitutes the only solicitation; a written RFQ will not be issued. The SIC code for this acquisition is 8221. The US Geological Survey has a requirement for assistance in the revision of the Generic Non-indigenous Organisms Risk Assessment Review Process that was developed in 1996 by the Aquatic Nuisance Species Task Force. The risk analysis is to identify aquatic species that will become invasive if introduced in the U.S. Independent, non-government experts in risk analysis and risk assessment are needed to assist USGS scientist in developing a creditable and scientifically based decision tool. The risk assessment will include potentially invasive fish, mollusks, and other aquatic species. Bidders must possess extensive experience in producing invasive species risk assessments and must have attended, participated or be thoroughly familiar with the detailed proceedings of Expert Workshop on Best Practices on Pre-import Risk Screening for Species of Live Animals in International Trade, a workshop held in 2008 at the University of Notre Dame. The 3 parts to this assessment will build on the accomplishments of the workshop. It is believed that 1 advisor will be required to assist in developing the assessment that will begin in late September 2009 and continue for a period of 1 year.
