- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W904S49258N001 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-34. The associated North American Industrial Classification System (NAICS) code for this procurement is 442110 with a small business size standard of $7.00M. This requirement is a [ Service-Disabled Veteran Owned ] set-aside and only qualified offerors may submit bids. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACA Fort Hood is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. An organized site visit will be held at Fort Hood, Texas, Wednesday, 23 Sep 09, at 9:00 a.m. CDT. Participants will meet at Bldg #410, FORT HOOD, TX, 76544. Site visit sign-in will be from 8:45 - 9:00 a.m. Directions to Bldg #410: From the Main Gate (TJ Mills BLVD) go through the check point, continue North on T.J. Mills Blvd (previously Hood Rd) to 761st Tank Battalion Ave, turn right (East) and continue to 24th Street. HQ, Division West, First Army Bldg 410 (previously 4ID HQ) is located in the Southwest quadrant of the intersection of 761st Tank Battalion Ave and 24th Street, the building has Division West, First Army banners. Turn right (South) onto 24th Street continue to the East parking lot. The building has restricted access, enter at the East entrance. To ensure your quote is accurate and will meet all the terms/conditions related to this requirement, it is highly recommended that all Offerors intending to quote attend the site visit. b. Participants are asked to notify the Government of their intent to attend this site visit by sending an email to Alison Frank at alison.frank@us.army.mil or fax to 254-287-5354, no later than Tuesday, 22 Sep 09, at 1:00 p.m. CDT. Offeror shall provide the following information in the notification: Company Name, Address, POC Name and email address or telephone number, and the number of attendees in the group. c. Fort Hood is a closed access installation. All visitors must obtain a visitor's pass at the Main Gate Visitors' Center before being allowed on post. Consequently, participants should allow at least one hour prior to the site visit for obtaining this pass. d. All offerors having questions during the site visit must submit them in writing after the site visit via email to alison.frank@us.army.mil or fax 254-287-5354 not later than Wednesday, 23 Sep 09, 3:00 p.m. CDT. Closing date for submittal of quotes via FEDBID will be Thursday, 24 Sep 09, 3:00 p.m. CDT. e. Remarks and explanations made by the government representative during the course of thesite visit, whether orally or in writing, shall not change or qualify any of the terms or conditions of the solicitation. This same qualification applies to the written answers provided to the questions. The solicitation can only be changed by a formal written amendment issued by MICC Fort Hood Directorate of Contracting.
