Description
17.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is RFQ 9134 and is being issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-36. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The associated North American Industry Classification System (NAICS) Code 334516, which has a business size standard of 500. The National Institutes of Health, National Institute of Allergy and Infectious Diseases intends to procure a technologically advanced asymmetric field flow fractionation instrument (AFFF). This system must be capable of the following: determining diffusion coefficients and hydrodynamic radii of protein conjugates; must have a temperature controlled separation channel; must interface with multi-angle light scattering (MALS) and refractive index (RI) detectors to determine the approximate molecular weight and rms radius of conjugate molecules; dedicated optimized system; 3 separate pumps so that flow can be controlled precisely without metering valves; temperature controlled channel cartridge (5-90 Degree Celsius); and unique software that controls the instrument and calculates direct particle size from field flow fractionation data. The following instrument and accessories may be acquired under this acquisition: Item/Description/Quantity; 1) Field-Flow Fractionation Instrument - quantity 1; 2) Auto-Sampler - quantity 1; 3) Temperature Control - quantity 1; 4) Channel Cartridge, quantity 1; 5) UV Detector - quantity 1; 6) Field-Flow Fractionation Analysis, quantity 1; 7) Control PC to include CD-ROM, keyboard; 17 inch LCD monitor, printer, disc drive; 2 COM ports: 1 LPT port; 1 PCI slot, 2 USB, min 1 ethernetport, operating system WinXP for PC and complete Field-Flow Fractionation system; 8) On-site installation and system set-up/training on site. The following factors shall be used to evaluate offers: 1) price, 2) warranty, 3) delivery, and 4) technical capability to meet required specifications. Place of delivery NIH/NIAID, Rockville, Maryland, 20852. The government will award a fixed price purchase order to the responsible contractor. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors- Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4 Contractor Terms and Conditions - Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. Copies of the aforementioned clauses are available at http://arnet.gov or upon request by telephone to Mr. Daniel Herdman at (301) 402-6338. In order to be considered for an award, offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at: www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. All responsible sources may submit a quotation that will be considered by the agency. Offerors must include with their quotation a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications - Commercial Items. Quotations must be submitted and received by this office no later than 3:00 PM Eastern Daylight Time (EDT) Thursday, September 24, 2009 to Mr. Daniel Herdman.
