- The intent of this notice is to obtain industry comments and knowledge only for the purpose of assessing the availability of qualified sources. Recent market research has provided that only one source can satisfy the below requirement. The US Army Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466-5100, intends to issue a sole source procurement for spare parts, repair services, and technical support services for the Common Ground Station (CGS)/Joint Services Workstation (JSWS), which is part of the Joint Surveillance Target Attack Radar System, to General Dynamics C4 Systems (GDC4S), Scottsdale, AZ. The Government does not possess all of the detailed design information or specifications that any source, other than GDC4S, would need in order to produce spare parts for the CGS/JSWS that meet the Governments form, fit, and function requirements. GDC4S is the configuration manager for the CGS/JSWS and controls the design below the performance specification level. GDC4S proprietary data, to include drawings, software, source codes, and test and calibration procedures, is needed to assure interoperability and interchangeability with CGSs/JSWSs that have been previously procured from GDC4S. Only GDC4S possesses the unique knowledge of the CGS/JSWS design and, consequently, it is the only source that can provide the required services and spare parts. The intended resulting contract will be a five (5) year Firm Fixed Price, Indefinite Delivery Indefinite Quantity Contract for spare parts with Time and Materials line items for spares, and engineering services as required. This sole source procurement is authorized under FAR 6.302-1, Only One Responsible Source and 10USC2304(c)(1).
