- This contract action was accomplished using other than competitive procedures because there is an unusual and compelling urgency and a delay in award would result in serious injury, financial or other, to the Government (FAR 6.302-2). See posted J&A for further information. Raised the service monthly quantity for Septic system in Afghanistan. The hospital in Afghanistan had sewage spilling into the streets from the system backing up. Contract awarded 2 months ago, this raises the limits to keep the system empty.
