- The Department of Veterans Affairs (DVA), VA Caribbean HealthcareSystem (VACHS), Procurement Business Division (PBD), Tres Rios Building,San Patricio, 27 Ave. J. Gonzlez Giusti Suite 600, Guaynabo, PR 00968intent to solicit offers and award one firm-fixed price contract on acompetitive basis for Preventive Maintenance of Building AutomationSystem under applicable North American Industry Classification System(NAICS) code number 811310 and Size Standard is $6.5M. This procurementis 100% SET ASIDE FOR Service Disabled Veterans Owned Small Business.This is a solicitation for commercial items prepared in accordance withthe subparts in Federal Acquisition Regulation 12. The solicitationdocuments, all incorporated provisions and clauses are those in effectthrough Federal Acquisition Circular (FAC) 2005-27. The DVA intendsaward a Contract with a base period from the date of award to September30, 2010, including four (4) one (1) year renewal options period to beexercised at the discretion of the Government. The qualified SDVOSBPreventive Maintenance firm shall provide all labor, material andequipment to perform preventive maintenance, inspection andtrubleshooting services to the Building Automation System located at VACaribbean Healthcare System, San Juan PR. QUESTIONS: shall be submittedin writing via facsimile or e-mail attention to the Contracting Officerno later than 10 days after the solicitation is posted at Fedbizopps(FBO) web site: http://www.fedbizopps.gov/. VERBAL OR TELEPHONEINQUIRIES WON'T BE ACCEPTED. All responses will be answered andincorporated in to a written amendment to the solicitation, for thebenefit of all interested offeror's. Solicitation No. VA-248-09-RP-0484electronic solicitation package will be available to the public asRequest for Proposal at FBO web site by or after Sept 24, 2009. FAXEDPROPOSALS WILL NOT BE ACCEPTED. Offerors shall go to FBO web site todownload subject solicitation package, including any related attachmentsand/or amendments after Sept 24, 2009. In case the solicitation due dateis extended, all interested offeror's shall be responsible to monitorthe changes posted at FBO web site, prior the solicitation due date.Each offeror shall acknowledge receipt of each amendment, submittingeach amendment attention to the CO at Department of Veterans Affairs, VACaribbean Healthcare System, Procurement Business Division, Tres RosBuilding - San Patricio, #27 Ave. J. Gonzlez Giusti Suite 600, Guaynabo,PR 00968 by the solicitation due date. The contract resulting from thisprocurement will be awarded to the responsive and responsible offerorwhose offer, conforming to the solicitation requirements will be mostadvantageous to the Government, in terms of technical factors, pastperformance and price standpoint. Offer shall includes a fixed firmprice for the services shown in the Schedule of Price Section of thesolicitation, or offer will be unacceptable to the Government based onthe solicitation terms and conditions. There will be no publicbid/offer opening meeting on the solicitation due date. The Governmentreserves the right to award without discussions; therefore, the offerorshall submit the most favorable terms and technical information withtheir offer. All interested offeror's shall be registered in theCentral Contractor Registration (CCR) database before submit theiroffer. Contractors are responsible for the accuracy of information addedto CCR. To be registered, you must go to http://www.ccr.gov/. Currentcontract information may be re-quested and disclosed under Freedom ofInformation Act (FOIA), in accordance with 38 Code of FederalRegulations (CFR) 1.553(b). FOIA request shall be addressed attention toMs. Kiomara Bonilla, Privacy Officer, Department of Veterans Affairs, VACaribbean Healthcare System, 10 Calle Casia, San Juan, PR 00921-3201.All requests shall be in writing by any firm or person, includingRequestor's signature, Sender address and print name. Copy of FOIArequest may be faxed to the CO for tracking purposes only, but allfollow up shall be done with the Privacy Officer. Each request shallreasonably describe the records, so that they may be located with areasonable amount of effort. Also each FOIA Requestor shall states theirwillingness to pay applicable fees or provide justification to support afee waiver. A day time telephone number is required. All envelopes andcorrespondence must state Freedom of Information Act (FOIA) Request.For all interested offeror's to request a Site Visit to see the VACHSarea; Site visits shall be scheduled only with Eng.
